Governor Abbott Appoints Nine To Trinity River Authority Board Of Directors

Governor Greg Abbott has appointed Whitney Beckworth, Robert McFarlane, William “Will” Rodgers, Frank Steed, and Edward “Cary” Williams, III and reappointed John Jenkins, Kevin Maxwell, and Manny Rachal for terms set to expire on March 15, 2021. Governor Abbott additionally appointed Tori Lucas for a term set to expire on March 15, 2017.

Whitney Beckworth of Fort Worth is an associate, in the litigation practice group, at Kelly Hart & Hallman LLP. She is a member of the State Bar of Texas, Tarrant County Bar Association, Tarrant County Young Lawyers Association, American Bar Association, and Eldon B. Mahon Inn of Court. Beckworth received a Bachelor of Arts in political science from Stanford University and a Juris Doctor from The University of Texas School of Law.

Robert McFarlane, M.D. of Palestine is a cardiologist with East Texas Physician’s Alliance, and was also the owner and sole proprietor of The BigWoods on the Trinity from 1995-2015. He is a member of the Texas Medical Association and Texas Wildlife Association. In addition, he founded the Trinity Waters Foundation and served as its president for five years. McFarlane received a Bachelor of Arts in chemistry from Harvard College and a Doctor of Medicine from Harvard Medical School, and is board certified in internal medicine and cardiology.

William “Will” Rodgers of Fort Worth is vice president of Collins and Young, LLC. He is a board member of the Fort Worth Nature Center and Edwards Family Charitable Giving. Rodgers received a bachelor’s degree from Texas Christian University.

Frank Steed of Kerens a 45 plus year veteran of the restaurant industry is president and CEO of The Steed Consultancy. He is president and commissioner of the Navarro County Emergency Services District #1 and a board member and past chairman of the Corsicana-Navarro County Chamber of Commerce. Previously, he served as a member of the Board of Governors of the University of North Texas School of Hospitality and the Women’s Food Service Forum. Steed received an honorable discharge from the Mississippi Army National Guard.

Edward “Cary” Williams, III of Dallas is managing director of World Class Capital Group. He is a scout master for Boy Scouts of America Troop 125. Williams received a Bachelor of Business Administration in finance and accounting from Oklahoma University and a Master of Business Administration from Southern Methodist University.

John Jenkins of Hankamer is owner and operator of a rice farming business and cattle ranch. He is a member of the Texas Rice Council, American Plant Food Corporation, Anahuac ISD Education Foundation, Anahuac National Bank Board of Directors, and Texas Gatorfest Committee. Jenkins received a Bachelor of Business Administration from Southwest Texas State University.

Kevin Maxwell of Crockett is the owner and president of S.C. Maxwell Co. He is a director and past chairman of the Crockett Area Chamber of Commerce, committee member of the Houston Livestock Show and Rodeo, and member of the Texas Wildlife Association. In addition, he is a member and past master of Lothrop Masonic Lodge, member of the Sharon Temple Shriners, and Scottish Rite. Maxwell received a Bachelor of Science in agriculture education from Sam Houston State University.

Manny Rachal of Livingston is president and owner of Shrimp Boat Manny’s Inc., M&N Investments Inc., Kickapoo Marina LLC, and Rachal Properties. He is a member of the Livingston Chamber of Commerce and Livingston Merchants Guild. Rachal attended the University of Southwestern Louisiana.

Tori Lucas of Terrell is vice president for American National Bank of Texas. She is vice chairman and former chairman of economic development for the Terrell Chamber of Commerce and treasurer and past president of the Kaufman County A&M Club. Additionally, she is vice chair of development for the Terrell ISD Excellence Foundation, vice president of Friends of the Hulsey Public Library, and member of Social Science Club of Terrell and Kiwanis International. Lucas received her Bachelor of Science in industrial distribution from Texas A&M University.
