General Description

The Program Specialist position reports to the Executive Director of the Office of State-Federal Relations (OSFR) which is administratively attached to the State of Texas Office of the Governor (OOG).  Facilitates communication between Texas state officials, the Executive Branch, Congress, and relevant staff to promote Texas’ federal priorities.  Provides information and analysis regarding the effects of federal legislative and regulatory proposals on Texas and its citizens.  In coordination with the Executive Director, recommends and carries out actions to maximize the position of the state. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.

Essential Duties

  • Prepares, edits, and distributes correspondence, reports, studies, forms and documents.
  • Provide guidance to state agencies and commissions about statutes requiring notification of state travel to Washington DC.  Serves as liaison to staff, government agencies, or the general public to assist in explaining program specifics and requirements.  May develop training materials.
  • Track and compile information regarding state agency and commission travel to Washington DC pursuant to Texas statute.  Compiles and enters data for charts, graphs, databases, summaries, or reports.
  • Compile, write, and prepare reports for internal and external use regarding activities of Texas Congressional delegation, including but not limited to hearings summaries, memos, etc.
  • Track issues at the federal level relevant to Texas.
  • Assists in the collection, organization, analysis, and/or preparation of materials in response to requests for program information
  • Maintains filing, record-keeping, and records management systems.
  • Responds to inquiries and interprets rules, regulations, policies, and procedures.
  • Coordinates meetings.
  • May provide assistance answering and routing phone calls, taking messages, and greeting and directing visitors to the appropriate staff.
  • Researches federal legislation or administrative actions and prepares memoranda analyzing and outlining options for response.
  • Reads, reviews and analyzes pending legislation and amendments to determine their impact on Texas and its citizens.
  • Writes memos related to pending legislation and/or legislation signed into law.
  • Works with relevant state officials to provide appropriate feedback and modifications.
  • Assists with developing and implementing strategies and action plans to advance legislative issues.
  • Maintains regular attendance and may work extended hours as needed.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university, with a degree in business administration, political science, government, public administration, public relations or a related field;  
  • Two (2) years of relevant experience working in state and/or federal government; and
  •  Must have strong computer, oral, and written communication skills.

Note: Experience and education may be substituted for each other on a year-for-year basis.   

Preferred Qualifications

Three (3) years of experience working in state and/or federal government.

Registration, Certification or Licensure:    None.

Physical Requirements and/or Working Conditions:  This classification functions in a standard office environment.  Ability to move up to 35 lbs.  Ability to drive as needed.  Will need to occasionally move about the office to access file cabinets, office machinery, etc. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to work hours during a legislative session that include holidays and as needed
