The Accountant position works within the Office of the Governor’s (OOG), Financial Services Division reporting to the Director of Financial Services. Depending upon the applicant’s prior working experience, the position may be offered as an Accountant IV, V, or VI. Works in the accounts payable function working within State of Texas and OOG established policies and procedures. Work requires contact with governmental agencies and the public. The level of initiative and independent judgement will depend on the classification the applicant is hired into.
- Works in the accounts payable function, delivering meticulous, accurate, and timely processing of payment invoices and transactions. Reviews and determines appropriate account codes and/or chart field information to code accounting documents, including but not limited to, vouchers, invoices, and other financial documents. Ensures all vouchers comply with State of Texas and OOG standard accounting policies and procedures.
- Performs accounts payable reviews by analyzing and inspecting accounts payable and financial transactions for discrepancies.
- Creates daily Accounts Payable file for electronic transfer to the Uniform Statewide Accounting System (USAS) and ensures that transactions process properly. Analyzes and corrects payment transactions in USAS as needed.
- Oversees FIS to USAS interface. Assists in review, interprets, and understands contract details/terms and its application to invoice processing to ensure compliance with the terms of the contract.
- May perform travel training for agency staff.
- Serves as back-up to other Accounts Payable Accountants.
- Coordinates the warrant cancellation process.
- Responsible for the proper set up for wire transfer payments.
- Responsible for the Criminal Justice Division and Homeland Security grantee payment uploads to USAS.
- Attends all Centralized Accounting and Payroll/Personnel System (CAPPS) trainings and assists in CAPPS deployment.
- Assists in Form 1099 annual reporting.
- May serve as the contact for National Travel Systems, Federal Express, and CitiBank (agency travel cards).
- Serves as Comptroller’s Office contact for vendor payment status.
- Assists in proper training of accounts payable staff, assigns responsibilities, and monitors performance of assignments.
- Exercises professional customer service to internal and external customers regarding invoice payments and Accounts Payable-related matters.
- Performs all other duties as assigned.
Education: Graduation from an accredited four-year college or university with a degree in accounting, business administration, government, public administration or related field.
- Four (4) years of complex (journey-level) experience in state government financial and accounting services.
- Knowledge of USAS.
- Five (5) years of highly complex (senior-level) experience in state government financial and accounting services.
- Knowledge of USAS.
- Six (6) years of advanced and/or supervisory (senior-level) experience in state government financial and accounting services.
- Knowledge of USAS.
Note: Experience and education may be substituted for one another on a year-for-year basis.
- Certified Public Accountant
- Progressively responsible accounting experience
- Knowledge of CAPPS financials
- Knowledge of MIP software

Registration, Certification or Licensure: Valid Texas Driver’s License, Certified Texas Contract Manager within one year of hire. Certified Public Accountant certification
Physical Requirements and/or Working Conditions: This classification functions in a standard office environment and requires a regular work schedule. Will need to move about the office to access file cabinets, office machinery, etc. Ability to move up to 35 lbs. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data reports and invoices. Work with overlapping projects and deadlines. Work as a team member. Have direct customer contact. Must be able to work a regular 8-hour workday and extended hours during a legislative session that include holidays and as needed.
