General Description
The CAPPS Administrator works within the Office of the Governor, Financial Services Division (FSD), and reports to the Director of Financial Services. Performs highly complex to advanced (senior-level) computer systems analysis work related to Centralized Accounting Payroll/Personnel system (CAPPS) Financials. Work involves coordinating the planning and analysis of complex financials and administrative data, cross-agency business processes, and functional requirements for FSD. Develops queries, performs data analysis, and identifies solutions for reporting problems and issues. May supervise the work of others. Works under limited to minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties
- Develops technical reporting solutions for the CAPPS Financials application that ensures consistency with established OOG and divisional standards, policies and procedures.
- Troubleshoots technical reporting solutions for the CAPPS Financials application. Investigates reported issues, determines solution to issues, develops, tests, and promotes solution to production environment.
- Develops and performs queries and data analysis based on customer requests and needs in the CAPPS Financials application.
- Coordinates technical analysis, debugging and resolution of reporting issues.
- Communicates with agency subject matter experts and support staff on testing.
- Facilitates agency approvals and the migration of fixes.
- Produces documentation for reporting solutions for the CAPPS Financials application that ensures consistency with divisional standards.
- Assists in the development of comprehensive technical documentation for internal staff and/or external customers that is consistent with FSD standards.
- Assists in the development and review of functional documentation for customers as it relates to the technical/reporting solutions developed.
- Maintains regular work schedule.
- Performs all other related duties as assigned.
Minimum Qualifications
Systems Analyst IV
- Graduation from an accredited four-year college or university with a degree in accounting, business administration, finance computer science, computer information systems, management information systems;
- Three (3) years of professional experience in a related field; and
- Must have experience using State of Texas Uniform Statewide Accounting System (USAS) and Centralized Accounting Payroll/Personnel system (CAPPS) Financials.
Systems Analyst V
- Graduation from an accredited four-year college or university with a degree in accounting, business administration, finance computer science, computer information systems, management information systems;
- Four (4) years of professional experience in a related field; and
- Must have experience using State of Texas Uniform Statewide Accounting System (USAS) and Centralized Accounting Payroll/Personnel system (CAPPS) Financials.
Note: Experience and education may be substituted for one another on a year-for-year basis.

Registration, Certification or Licensure
Valid Texas Driver’s License.
Physical Requirements and/or Working Conditions
This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
