Governor Abbott Reappoints Phillips As Executive Commissioner Of Health And Human Services

Governor Greg Abbott has reappointed Courtney Phillips, Ph.D. to be the Executive Commissioner of Health and Human Services Commission (HHSC) for a term set to expire on February 1, 2021.

Commissioner Phillips is the first woman to be appointed as the Commissioner of HHSC in Texas.

Courtney Phillips, Ph.D. of Austin has served as the Executive Commissioner of Health and Human Services since October 2018. She previously served as the Chief Executive Officer for the Department of Health and Human Services in Nebraska. Phillips received a Bachelor of Science in kinesiology and a Master of Public Administration from Louisiana State University and a Doctor of Philosophy in public policy from Southern University.
