Governor Abbott Names Presiding Officer And Appoints Two To Risk Management Board
Governor Greg Abbott has appointed Gerald Ladner, Sr. and reappointed Rosemary Gammon for terms set to expire on February 1, 2021, to the Risk Management Board. The Governor additionally named Dr. Lloyd Garland as presiding officer. The State Office of Risk Management administers insurance services obtained by state agencies, including the self-insured government employees workers’ compensation insurance program and the state risk management programs.
Gerald Ladner, Sr. of Austin is a vice president/director of sales at the State Auto Insurance Companies. Prior to that, he served as regional president for the company’s Western Region. He also served as regional vice president for Zenith Insurance Company and at Zurich North America. Ladner is an engaged member of the Independent Insurance Agents of Texas (IIAT), member of the Insurance Council of Texas, secretary of the Texas Risk and Insurance Professionals board and a member of the Association of Governing Boards of Universities. He also serves as a guest lecturer at University of Houston-Downtown and Texas Southern University. Ladner is a trustee for Rollins College and a board member for the Insurance Industry Charitable Foundation. Ladner earned his bachelor’s degree in psychology from Rollins College.
Rosemary Gammon of Plano is a principal at Sage Healthcare Consultants. Prior to that, she was director of reimbursement and payer strategy at Mederi Therapeutics. Gammon previously served as a gubernatorial appointee to the Texas Board of Architectural Examiners. She also volunteers with the Susan G. Komen cancer foundation. Gammon earned a bachelor’s degree in liberal studies from Boston University. She also holds a Professional, Academy for Healthcare Management (PAHM) certification.
Lloyd M. Garland, M.D., of Lubbock is a retired board certified neurosurgeon and a current private neurological consultant. He is a member of the American, Texas and Lubbock County medical associations, Texas and Lubbock surgical societies, and American and Texas associations of Neurological Surgeons. Garland is a member of the Southern Medical Association, Rocky Mountain Neurosurgical Society, Flying Physicians Association, Undersea and Hyperbaric Medical Society and Congress of Neurological Surgeons. He is also a fellow of the American College of Surgeons, Red Raider Club, past board member of the Texas Center for Legal Ethics and past member of the Texas Judicial Foundation Board of Directors. Garland served as a captain in the U.S. Air Force. Garland received a bachelor's degree from University of Texas at Austin and medical degree from University of Texas Southwestern Medical School in Dallas.
