Governor Abbott Appoints Four To Texas Lottery Commission

Governor Greg Abbott has appointed Carmen Arrieta-Candelaria of El Paso and Doug Lowe of Palestine to the Texas Lottery Commission for terms set to expire on February 1, 2017.  Governor Abbott also appointed Peggy Heeg of Houston and Robert Rivera of Arlington to the Commission for terms set to expire on February 1, 2019, and February 1, 2021, respectively.

Carmen Arrieta-Candelaria is CFO and COO of Integrity Asset Management, LLC. She currently serves as immediate past-president of the El Paso Chapter of the Association of Government Accountants, board member of the United Way of El Paso County, member of the Texas Society of CPAs, and member of the American Institute of Public Accountants. In addition, she serves on the boards of ReadyOne Industries and the El Paso Firemen and Policeman Pension Fund. She previously served as CFO for the City of El Paso and as member of the El Paso Independent School District Board of Managers. Arrieta-Candelaria is a certified public accountant and received a Bachelor of Accountancy and a Master of Business Administration from New Mexico State University.

Doug Lowe is a solo practitioner at the Lowe Law Firm. He previously served as criminal district attorney in Anderson County for 16 years. He is a Rotary Paul Harris Fellow, board member and treasurer for the Palestine YMCA, trial skills trainer for the Texas Children’s Commission, and certified fraud examiner. Additionally, he serves as an adjunct instructor for Trinity Valley Community College. Lowe received a Bachelor of Science from the University of Houston and a Juris Doctor from the University of Houston Law Center. 

Peggy Heeg is a partner at Norton Rose Fulbright US LLP. She serves on the board of directors of Eagle Rock Energy Partners and formerly served on the board of directors of the DePelchin Children’s Center and United Way of Greater Houston. Before her time at Norton Rose Fulbright, she was executive vice president and general counsel for El Paso Corporation. Heeg received a Bachelor of Arts from the University of Louisville and a Juris Doctor from the University of Louisville School of Law.

Robert Rivera is vice president of public finance for Stephens, Inc. He has served as a City of Arlington Council Member since 2005 and was re-elected in May 2015. Additionally, he is a board member of the National Association of Latino Elected Officials and the Salvation Army. He previously served as a board member of the YMCA and Big Brothers, Big Sisters. Rivera received a Bachelor of Arts from The University of Texas at Arlington.
