Governor Abbott Appoints Four To Dental Review Committee

Governor Greg Abbott has appointed Danielle Franklin, D.D.S. and Raymond L. Wiggins D.D.S., M.D. and reappointed Joanna Allaire to the Dental Review Committee for terms set to expire on February 1, 2025. Additionally, he appointed Jessica Bell, D.D.S. for a term set to expire on February 1, 2021. The committee serves on informal settlement conference panels to determine whether an informal disposition of a contested case against a license holder is appropriate, and to make recommendations for the disposition of the complaint or allegation.

Danielle Franklin, D.D.S. of Dallas is a dentist and owner of Sunflower Dental. She is a member of the Dallas County Dental Society, Texas Dental Association, American Dental Association, and the American Academy of Clear Aligners. She is immediate past president of the Oak Cliff Dental Study Club and a board member of the Duncanville Chamber of Commerce. Franklin received a Bachelor of Science in biomedical science from Texas A&M University and a Doctor of Dental Surgery from Baylor College of Dentistry.

Raymond L. Wiggins, D.D.S., M.D. of Katy is an oral and maxillofacial surgeon and President of Texas Oral and Facial Surgery, P.A.  He is a Diplomate of the American Board of Oral and Maxillofacial Surgery, a Fellow of the American Association of Oral and Maxillofacial Surgeons, and a Fellow in Anesthesiology of the American Dental Society of Anesthesiology.  Additionally, he is a past board member of the Texas Society of Oral and Maxillofacial Surgeons, a member of the American Dental Association, and a member of the Texas Dental Association.  Wiggins received a Bachelor of Business Administration in Marketing from Southern Methodist University, a Doctor of Dental Surgery from Texas A&M University College of Dentistry, a Doctor of Medicine from McGovern Medical School, and a Certificate in Oral and Maxillofacial Surgery from the University of Texas Houston Department of Oral and Maxillofacial Surgery.

Joanna Allaire of The Woodlands is a licensed dental hygienist and the director of the dental hygiene program at Lone Star College. She is a member of the American Dental Hygienists Association, Texas Dental Hygienists Association, and the American Dental Education Association. Additionally, she is a member and past president of the Greater Houston Dental Hygienists Association. Allaire received a Bachelor of Science in dental hygiene from The University of Texas at Houston and a Master in Dental Hygiene from the University of Tennessee Health Science Center.

Jessica Bell, D.D.S. of Highland Village is a pediatric dentist and co-owner of Pediatric Dental World and North Texas Children’s Dentistry. She is a Diplomate of the American Board of Pediatric Dentistry and former co-chair of the Greater Dallas Pediatric Dental Society.  Additionally, she is a member of the American Academy of Pediatric Dentistry, Texas Academy of Pediatric Dentistry, and the American Dental Association. Bell received a Bachelor of Arts in fine arts from The University of Texas at Austin and a Doctor of Dental Surgery from Baylor College of Dentistry.
