GENERAL DESCRIPTION

This supervisor position is hired to work in the Office of Compliance and Monitoring (OCM) within the Office of the Governor (OOG) reporting to the Manager of the Financial Monitoring Unit in OCM.  This position is responsible for assisting in the daily operations of the financial monitoring unit.  Work involves overseeing and assigning work to staff responsible for conducting financial monitoring reviews on entities receiving funds awarded by the OOG. Administers for the High Risk/Special Condition Review program. Assist in the administration of TeamMate, CODgr, and other division internal systems. Develop policies, procedures, and standards for daily activities.  Supervises the work of others.  Works under limited supervision, with extensive latitude for initiative and independent judgment.  Applicants must be willing to travel 10% of the time.

Essential Duties

  • Assist in supervising the day-to-day activities of staff within the financial monitoring unit to include planning, assigning, and supervising the work of others.
  • Assist in the development of the annual financial risk assessment and monitoring plan.
  • Assist in developing monitoring review scope, programs, objectives, project procedures, and deliverables.
  • Oversees others in the preparation of documentation (working papers, spreadsheets, etc.) to support assessments, recommendations and/or reports.
  • Assist in evaluating financial monitoring reviews for completeness; compliance with standards; uniformity in method; and adherence to statutes, law, agency guidance, and division procedures.  
  • Reviews and evaluates the impact of changes in proposed federal and state laws, as well as federal guidelines on program objectives, and notifies management of issues.
  • Assist in overseeing the administration of all aspects of TeamMate development, improvements, use, training, etc.
  • Assist in overseeing the administration of CODgr and other internal systems used by the team and evaluate systems for improvements.
  • Performs financial monitoring reviews (site and desk) that are highly complex in nature and/or large in scale to determine compliance with laws, rules, and regulations.  Travels throughout Texas to conduct on-site reviews based on program schedule.
  • Conducts and/or leads special investigations into grantees’ questionable operations, practices, or records.
  • Conducts Quality Control (QC) reviews on financial monitoring reviews conducted by OCM Auditors.
  • Handles sensitive and confidential situations accordingly. 
  • Identifies job specific training needs of staff and facilitates training as feasible.
  • Performs related work as assigned.

Minimum Qualifications

  • College graduate from an accredited four-year college or university with a degree in accounting, auditing, finance, business administration, or related field.
  • Five (5) years’ experience in auditing, accounting, grant management, or other financial operations.
  • One (1) year of experience leading a team or monitoring the work of others.

Note: Experience and education may be substituted for one another on a year-for-year basis.  

Preferred Qualifications

  • College graduate from an accredited four-year college or university with a degree that includes nine (9) hours of college level accounting courses.
  • One (1) year experience in grant accounting, grant monitoring, or grant auditing.
  • One (1) year experience using TeamMate as a user, QC reviewer, and/or manager.
  • Experience working with multiple accounting systems.

 

 

Knowledge, Skills and Abilities

  • Knowledge of auditing and monitoring standards (e.g., Government Auditing Standards, AICPA Statements on Auditing Standards).
  • Knowledge in the field of accounting.
  • Knowledge of TeamMate and other automated information tracking systems.
  • Knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
  • Knowledge of personal computers and software applications.
  • Skill in using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in Microsoft Word, Excel and Access.
  • Skill in sampling techniques.
  • Ability to plan, assign and supervise the work of others.
  • Ability to develop and evaluate administrative policies and procedures.
  • Ability to maintain effective working relationships within and outside the agency.
  • Ability to communicate effectively, both orally and in writing. 
  • Ability to make complex decisions and to interpret agency enforced regulatory laws, policies, and procedures.
  • Ability to travel.

Registration, Certification or Licensure

 Valid Texas Driver’s License

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment.  Ability to move up to 20 lbs.  Ability to drive and travel as needed.  Must be able to remain in a stationary position for 50% of the time.  Will need to move about the office to access file cabinets, office machinery, to distribute correspondence, etc. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to observe and evaluate media in electronic, visual and/or audio format. Must be able to work hours that include holidays and as needed.
