Federal Senior Accountant – Austin, Texas

The Office of the Governor is looking for a Federal Senior Accountant (Accountant VI-VII) to work in the Financial Services Division.

The salary is $7,100.00 - $8,000.00 a month ($85,200.00 - $96,000.00 a year).

What You’ll Do

This position performs advanced to highly advanced (senior-level) accounting work. Work involves the preparation and/or oversight of the preparation of financial analyses, federal quarterly reports and non-federal reports, reconciliations, and accounting system entries. Oversees of the Statewide Cost Allocation Plan (SWCAP) and Indirect Cost Rate Plan as well as federal and non-federal audits.

  • Oversees the allocation of state and federal funds to agency operating programs and develops suitable plans for validating and matching the various federal funds used in financing agency operations.
  • Prepares and/or directs the preparation of all federal reports for federal funding source.
  • Performs analysis of programs that utilize both federal funds along with state sources.
  • Compiles, analyzes, and reviews all information for audit requests including federal audits as well as internal or statewide audits. 
  • Prepares and reviews general ledger accounting entries and reconciliation of financial transactions.
  • Coordinates data compilation for both the Statewide Cost Allocation Plan (SWCAP) and Indirect Cost Rate Plan, which includes working with the vendor who prepares the analysis. 
  • Tracks agency Earned Federal Funds (EFF) and prepares reports regarding the accrual of funds available and the utilization of EFF. 
  • Assists with overseeing the classification, coding, reconciliation, monitoring and posting of expenditure transfer vouchers (ETVs) related to the state and federal grant awards or related funding.
  • Assist with the monitoring, review, and periodic adjustment of encumbrance balances related to the federal grant contracts.
  • Administers the payroll allocation process, ensuring federal funding sources are properly utilized. 
  • Formulates and revises policies and procedures regarding the use of operating funds as necessary.
  • Assists with the preparation of the Legislative Appropriations Request (LAR) and Operating Budget as it relates to federal funds. 
  • Maintains a regular work schedule.
  • Performs all other related duties as assigned.

How You’ll Qualify

Accountant VI

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business administration, management, or related field; and
  • Five (5) years of progressively responsible accounting experience in a related field.

Accountant VII

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business administration, management, or related field; and
  • Six (6) years of progressively responsible accounting experience in a related field.

Note: Experience and education may be substituted for one another on a year-for-year basis. Certification as a Certified Public Accountant (CPA) will substitute for two (2) years of experience. Salary and position level will be based on experience and demonstrated skills.
