The Office of the Governor is looking for a Budget & Policy Advisor (Governor’s Advisor IV) to work in the Budget Division.

The salary is $8,750.00 - $11,666.67 a month ($105,000.00 - $140,000.04 a year).

What You’ll Do
This position performs advanced (senior-level) program research, consulting, advising and analysis work related to Article I (General Government) of the General Appropriations Act, focusing primarily on state and local tax public policy, as needed to support and disseminate the Governor’s policy agenda, state budget, and state agency programming. Works to support the Governor, his executive team, and the division in formulating and answering questions, formally defining complex issues, and determining the most effective course of action to accomplish short-, mid-, and long-term budget and policy goals and objectives. Remains on-call, including on short notice, during legislative sessions, nights, weekends, and holidays for all related business matters relating to the work of the division and the OOG. Regularly speaks to complex policy, planning, and programmatic issues with clarity.
- Assigned to the team focused on Article I of the General Appropriations Act.
- Oversees the research, evaluation, and preparation of comprehensive analyses of state agency budgets, proposed budget revisions, reports, issuing briefs, and flawless written materials on complex state fiscal, policy and programmatic issues for agency executives, boards, senior staff, the Texas Legislature, and other stakeholders.
- Reads and analyzes all legislation in their assigned issue areas.
- Analyzes budget decision ramifications.
- Monitors implementation of major legislation from legislative sessions.
- Evaluates legislation results to develop focus areas for future legislative sessions.
- Provides technical and programmatic assistance and leadership to state agency executives as required to successfully implement the Governor’s policy priorities statewide.
- Assists agency executives and boards in implementing, overseeing, and evaluating procedural and/or policy changes.
- Assists in the preparation of administrative reports, studies, and specialized research projects.
- Provides specialized budget and policy advice to the Governor and his executive team, and keeps the Governor and his executive team informed on pending legislation and legal issues.
How You’ll Qualify
- High school graduate or equivalent; and
- Four (4) years of professional experience in state level public budgeting and/or state level public policy.
Note: Experience and education may be substituted for one another on a year-for-year basis.
You’re a Great Fit with
- Graduation from an accredited four-year college or university;
- Working knowledge of tax policy in Texas including, but not limited to, recent state legislative efforts to reduce Texans’ tax burdens;
- Five (5) years of demonstrated experience working in or around the Texas Legislature;
- Demonstrated skills in advanced research, policy analysis, writing and public presentations;
- Advanced experience conducting policy research, data analysis, and fiscal analysis; and
- Strong quantitative and qualitative skills, an understanding of complex public finance issues, and an overarching interest in advancing strategic budget and policy initiatives.
