The Office of the Governor is looking for a Budget Manager (Manager V) to work in the Financial Services Division.

The salary is $8,583.34 - $10,416.67 a month ($103,000.08 - $125,000.04 a year).

What You'll Do

This is a job that performs advanced (senior-level) managerial work administering the daily operations and activities of the OOG's Financial Services Division. Work involves managing the budget and accounting functions of state and federally funded programs in accordance with State of Texas and OOG established policies and procedures. Monitors program activities and satisfies reporting requirements.

  • Oversees the delivery of accurate and timely reports for state and federally funded accounts. Ensures compliance with State of Texas, OOG, federal, and standard accounting policies and procedures.

  • Oversees the Management of Agency Appropriations.

  • Assists with providing sound financial solutions for complex business issues, including special budget schedules as needed.

  • Manages the preparation of the Legislative Appropriation Request.

  • Oversees the preparation of the Indirect Cost Plan.

  • Oversees the preparation of the Statewide Cost Allocation Plan.

  • Performs various fiscal functions to include accounting and budgeting, as well as the processing and review of financial documents for payment (vouchers and requisitions), and preparation of financial reports and budget requests for federally funded accounts.

  • Performs various budgetary responsibilities for major programs or program areas which involve more than one fund source such as federal funds and general revenue.

  • Assists with the reconciliation of Centralized Accounting Payroll/Personnel system (CAPPS) Financials, Egrants, and Uniform Statewide Accounting System (USAS).

  • Assists with the allocation of state and federal funds to agency operating programs and develops suitable plans for validating and matching the various federal funds used in financing departmental operations.

  • Oversees the preparation of monthly cash activity and projection reports. These reports show state and federal award amounts and amounts disbursed and committed. Fund collections are shown and compared with collections projected to give an overall picture of the status of all funds.

  • Analyzes and interprets expenditure patterns, budget projections, and the financial position of the OOG.

  • May develop policies and effective management controls; reviews guidelines, procedures, rules, and regulations; and assists the Director of Financial Services in establishing priorities and standards.

How You'll Qualify

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business administration, government, public administration, or related field; and

  • Five (5) years of progressively responsible professional experience in State of Texas financial, budget, and/or accounting services, including one (1) year of supervisory or managerial experience.

Note: Experience and education may be substituted for one another on a year-for-year basis.

You're a Great Fit with

  • Masters degree in accounting, finance, business administration, government, public administration or related field;

  • Seven (7) years of progressively responsible professional experience in State of Texas financial, budget, and/or accounting services, including two (2) years of progressively responsible managerial experience; and

  • Knowledge of CAPPS Financials.
