The Grant Manager works within the Office of the Governor, Public Safety Office (PSO) – Victim Services Team, and reports to the Victim Services Administrator. The focus of this position is to work with organizations throughout Texas to support victim services-related programs through planning and grant investments. Performs highly complex (senior-level) grant development, coordination, analysis, monitoring, and administration work. A position at this level is distinguished from an entry level position by the level of responsibility assumed and the complexity of duties assigned in managing program activities. Work involves evaluating grant applications for eligibility and appropriateness; assisting with monitoring schedules and reports; and, analyzing performance data to determine the efficacy of funded programs. Writes and edits reports, briefs, plans, and other documents. Effectively communicates with applicants, grantees, subject matter experts and other professionals to accomplish mutual objectives. An employee at this level is aware of the needs of the criminal justice system, as well as grant management practices and procedures. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
- Effectively plans, implements, coordinates, monitors, and evaluates grant funded programs.
- Coordinates and reviews grant applications to determine eligibility and compliance with program guidance, state and federal statutes, and other requirements.
- Manages and monitors grant projects.
- Negotiates changes with potential grantees to make adjustments that ensure accountability and that the project scope meets the requirements and priorities established by the PSO or the federal government.
- Independently reviews and approves requests for payments involving multi-million dollar state and federal appropriations.
- Initiates contact with requestors to discuss potential ineligible items or to request additional documentation to support requested funds.
- Professionally communicates with CEOs/CFOs of private corporations; city and county leaders; state agency executives; and other professionals about grant priorities, guidelines, and requirements.
- Develops, establishes, and maintains productive and effective business relationships with other state and local criminal justice agencies and organizations as required to fulfill the objectives of this position.
- Analyzes grant activities, identifies problem areas, provides technical assistance, and works with grantees to develop corrective action plans.
- Identifies agencies who fail to comply and initiates a request for the PSO to hold further funds to the agency.
- Develops and executes monitoring schedules and reports.
- Prepares and reviews grant closeout materials.
- As assigned, represents the Governor’s Office (PSO) at meetings related to division funding opportunities and allowable activities.
- Provides guidance to PSO staff, grantees, applicants, and others, including via conferencing and other means.
- Determines a grantee’s compliance with conditions of funding placed on their grant and removes or clears the conditions when all requirements are met.
- Reviews performance targets, reported metrics, and prior performance to assess whether a potential continuation grant or active grant is meeting its goals.
- Manages the collection, organization, and analysis of data using Excel and Access databases.
- Assists Program Administrator in coordinating the workflow of grant-related activities.
- Contributes to process improvement efforts by identifying concerns and trends related to grantee compliance, identifying process issues or opportunities to streamline, and drafting new or revised processes or checklists, as assigned.
- Provides training to potential and current grant recipients on the application process and reporting requirements.
- Attends conferences, trainings, and other professional development opportunities to increase job knowledge and technical expertise.
- May work with supervisor to develop funding plans and priorities that align with designated state and federal sources of funding.
- May serve as a liaison between funding sources and the federal government.
- Maintains regular work schedule.
- Performs all other related duties as assigned.
- Graduation from an accredited four-year college or university; and
- One (1) year of progressively responsible experience in grant or program management.
Note: Experience and education may be substituted for one another on a year-for-year basis.

Registration, Certification or Licensure
Valid Texas Driver’s License.
Physical Requirements and/or Working Conditions
This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
