General Description

The Texas Small Business Credit Initiative Administrator (Administrator) works within the Office of the Governor (OOG), Economic Development and Tourism (EDT) Finance Division and reports to the Director of Economic Development Finance. Performs advanced (senior-level) managerial work. Work involves establishing goals and objectives for effective management and administration of a federal State Small Business Credit Initiative (SSBCI) program awarded to the State of Texas through the American Rescue Plan Act (ARPA). Develops guidelines, procedures, policies, rules, and regulations for administering SSBCI allocation received; coordinating and evaluating loan activities; and developing and evaluating budget requests. Identifies areas of needed change and makes recommendations to improve operations and procedures. Serves as the OOG’s knowledge source on Texas Small Business Credit Initiative (TSBCI) matters and as a resource to public officials, governmental bodies, stakeholders, and the public. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The Administrator will be responsible for managing the TSBCI. The Administrator oversees and directs the analysis of small business loan applications received from financial institutions (lenders) participating in the Capital Access and Loan Guarantee Programs. The Administrator directs staff who review loan applications received from lenders to determine compliance with applicable State and Federal laws and regulations and directs the development and administration of programs. The Administrator will also be responsible for coordinating with other EDT and OOG Departments on the marketing of the Programs and the intake of loan applicants.

Essential Duties

  • Supervises and directs all activities and work of the TSBCI team, and provides guidance and leadership as needed. 
  • Leads strategic planning efforts with stakeholders to build appropriate relationships and actively seeks input from the field on the division’s direction and possible projects or initiatives.
  • Maintains program’s priorities for staff, identifies areas of needed change, and implements operational changes as needed.
  • Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  • Solves complex problems or issues regarding management or administrative issues and systems. Counsels TSBCI team on solutions.
  • Coordinates and oversees the writing of policy documents and presents actionable alternative analyses to make policy-making decisions in conjunction with the Executive Director. 
  • Oversees federal ARPA funding streams related to SSBCI for the Governor’s Office.
  • Supervises preparation of federal allocation application and plans, including collection and preparation of necessary documentation.
  • Actively monitors budgetary compliance and expenditures of funded programs.
  • Prepares periodic comprehensive reports of lending activities of participating lenders in the Capital Access and Loan Guarantee Programs.
  • Leads research for local community credit needs and determine how the programs might serve those needs, and make recommendations to Division Director as appropriate.
  • Oversees final reviews and modifications of program applications, including formulas, accuracy, and content and eligibility criteria.
  • Supervises the implementation, management, monitoring, evaluation, and close-out of loans according to rules and regulations.
  • Prepares and delivers informational and educational programs and public presentations.
  • Develops and recommends policies and procedures and prepares training materials.
  • Performs supervisory duties, including hiring and performance management.
  • Establishes, maintains, and oversees accurate, well-organized, and secure databases and records administration practices.
  • Serves as subject matter expert in the development of requirements for loan programs and in the creation of Request for Application documents.
  • Prepares comprehensive fund plans for all funding streams administered by the Texas Small Business Credit Programs team.
  • Identifies, presents and implements effective and ethical business solutions as needed.
  • Serves as a point of contact and resource for legislative issues.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in government, marketing, public administration, business or related field; and
  • Five (5) years progressively responsible professional experience in the area of commercial banking, commercial loan applications, preparing or reviewing business plans, business development experience program management; and
  • One (1) year of progressively responsible managerial experience.

Note: Experience and education may be substituted for one another on a year-for-year basis.  

Preferred Qualifications

  • Seven (7) years progressively responsible professional experience in the area of banking or program management.
  • Two (2) years of progressively responsible professional managerial experience.

Knowledge, Skills, and Abilities Requirements

  • Thorough knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
  • Thorough knowledge of management methods and practices which includes managing, planning, assigning, and reviewing the work of professional and clerical staff in a variety of tasks.         
  • Working knowledge of the legislative process which includes analysis and interpretation of legislation.
  • Working knowledge of automated information tracking systems.
  • Knowledge of personal computers and software applications.
  • Skill in gathering and analyzing accurate and relevant information.

  • Ability to identify problems, evaluate alternatives, and implement effective solutions.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
