General Description

The Accountant works within the Office of the Governor (OOG), Financial Services Division reporting to the Director of Financial Services. Performs moderately complex (journey-level) accounting work, which includes making transaction entries in multiple accounting systems, preparing reconciliations and work papers supporting the financial statements. Interacts with staff, governmental agencies, and the public. Develops professional working relationships with internal and external customers. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Duties

  • Supports all accounting functions performed within the Financial Services Division.
  • Prepares deposit vouchers and makes deposits within the statutory deadline. 
  • Codes and prepares entries for receipt of funds in the State accounting system and the agency’s internal systems.
  • Prepares entries for the reclassification of principal payments on loans to maintain customer balances in the internal system. 
  • Prepares agency-billing invoices. Maintains accounts receivable open file, monitors for delinquent billings, and invoices for overdue payments per agency policy.
  • Ensures that interest calculations for loans are updated as interest rates change. 
  • Reviews daily reports to identify and prepare any entries that need to be entered in agency’s internal system. 
  • May prepare non-profit organizations’ payments on a timely basis. Receives bills, obtains authorization to pay and maintains check registers.
  • Prepares and enters assigned entries into the appropriate accounting systems.
  • Gathers and maintains relevant daily and weekly bank rates.
  • Maintains, files and stores accounting records per state retention rules.
  • Assists in preparation of Annual Financial Report (AFR) including preparation and review of journal entries and review of Notes to the Financial Statements. 
  • Processes Events Trust Fund deposits and reclassifications, ensuring that project balances are accurate.
  • Serves as back-up to accountants as necessary.
  • Answers incoming phone lines; routes calls; assists visitors in the division.
  • Assists in the compilation of financial reports.
  • Provides administrative support to the Director of Financial Services when needed.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in accounting, finance or a related field; and
  • Three (3) years of accounting experience.

Note: Experience and education may be substituted for one another on a year-for-year basis.  

Preferred Qualifications

Accounting experience using the Centralized Accounting and Payroll/Personnel System (CAPPS).

Knowledge, Skills, and Abilities Requirements

  • Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
  • Knowledge of accounting records.
  • Knowledge of automated accounting systems, preferably of Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System Financials.
  • Knowledge of personal computers and software.
  • Skill in the use of office equipment, including the use of a calculator.
  • Skill in attention to detail and accuracy.
  • Ability to review work for accuracy.
  • Ability to work accurately with numerical detail.
  • Ability to prepare financial and accounting records.
  • Ability to maintain effective working relationships within and outside the agency.
  • Ability to communicate effectively.
  • Ability to interpret and apply accounting procedures to transactions.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 lbs. Ability to drive as needed. Must be able to remain in a stationary position for 50% of the time. Will need to occasionally move about the office to access file cabinets, office machinery, to distribute correspondence, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to work hours during a legislative session that include holidays and as needed.
