General Description

The Economist works within the Office of the Governor (OOG), Texas Workforce Investment Council (TWIC) and reports to the Director of TWIC. Performs highly advanced (senior-level) economics work. Work involves conducting and overseeing economic studies and analyses, identifying and evaluating economic factors related to programs and projects, and overseeing the collection of economic information and preparation of reports. Projects may include work pertaining to policy issues, demographics of target populations, and labor market analyses. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties

  • Conducts and oversees economic studies and analyses and prepares reports.
  • Oversees the collection and compilation of economic data and statistics.
  • Develops research techniques, methodologies, and procedures.
  • Develops and conducts presentations.
  • Provides technical advice on economic relationships and conditions.
  • Identifies and evaluates economic factors relating to programs and projects.
  • Provides recommendations, policies, and plans to address economic analyses.
  • Interprets economic conditions and advises on implications.
  • May supervise the work of others.
  • Performs related work as assigned.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in economics or related field; and
  • Five (5) years of professional experience as an economist or in a related field. 

Note: Experience and education may be substituted for one another on a year-for-year basis. Research writing samples will be required at interview.

Preferred Qualifications

  • An advanced degree.
  • Advanced writing skills.
  • Experience in the collection and analysis of both quantitative and qualitative data, including large data sets.
  • Experience in using Bureau of Labor Statistics (BLS), American Community Survey (ACS) and census data.

Knowledge, Skills, and Abilities Requirements

  • Knowledge of economic principles, techniques, and procedures.
  • Skill in performing statistical computations and in the use of a computer and applicable software.
  • Skill in using computers, software, and statistical tools and programs, including SPSS Statistics, R, or similar applications.
  • Skill in conducting quantitative and qualitative research.
  • Skill in using personal computers and software for technical projects.
  • Skill in verbal and written communication.
  • Ability to conduct and oversee economic studies and analyses.
  • Ability to review, analyze, and interpret economic data and statistics.
  • Ability to prepare reports.
  • Ability to plan, organize, and oversee projects.
  • Ability to communicate effectively.
  • Ability to communicate research results.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
