General Description

The Program Specialist works within Office of the Governor’s (OOG), Budget & Policy Division and reports to the Director of Budget & Policy. Performs routine (journey-level) budget, policy and program research, analyses and writing as needed to support and disseminate the Governor’s statewide agenda. Provides superior customer service, including complex technical assistance to Governor’s Advisors and Governor’s executive and senior staff. This position may work on a variety of policy issues with a focus on public education. As a member of the Policy team of professionals, the Program Specialist remains on-call, including on short notice and in crises, during legislative sessions, nights, weekends, and holidays for all related business matters relating to the work of the Budget & Policy Division. Performs all related duties as assigned and demonstrates sustained understanding and commitment to the Governor’s philosophy. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. This position is not intended to exceed the end of Fiscal Year 2024.


Essential Duties

  • Assists Governor’s Advisors in researching, evaluating and preparing comprehensive analyses of state agency budgets, proposed budget revisions, reports, issuing briefs, and written materials on complex state fiscal, policy and programmatic issues.
  • Assists Governor’s Advisors in program planning, development and implementation.
  • Assists in evaluating agency operations and business issues and drafts timely and factual reports of findings and recommendations.
  • Assists in the preparation of administrative reports, studies and specialized research projects.
  • Engages community and professional groups through public speaking and demonstrated leadership as needed to coordinate, improve and stimulate interest in state programs and to achieve local success for the Governor’s statewide initiatives and programs.
  • Actively contributes in the development and advancement of the Governor’s policy priorities, working in coordination within the Governor’s executive staff, press office, appointments staff, and legislative staff, as well as with legislative offices and state agencies.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.


Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in economics, business, political science, government, statistics, research, sociology, or evaluation; and
  • Experience in program evaluation, research, and the collection and analysis of both quantitative and qualitative data.

Note: Experience and education may be substituted for one another on a year-for-year basis.  


Preferred Qualifications

  • At least one (1) year experience working in the legislative process, and/or conducting advanced research and policy analysis; and
  • Demonstrated superior oral and written communication skills and personal computer proficiency, including Microsoft Office Suite products and web content software.

Registration, Certification or Licensure

Valid Texas Driver’s License.


Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
