Governor Abbott Appoints Philibert And Scott To Texas Municipal Retirement System Board Of Trustees

Governor Greg Abbott has reappointed Bill Philibert and appointed Robert “Bob” Scott to the Texas Municipal Retirement System Board of Trustees for terms set to expire on February 1, 2025. The board oversees the Texas Municipal Retirement System, which is responsible for providing a secure retirement benefit plan for eligible employees of more than 800 cities.

Bill Philibert is Director of Human Resources and Risk Management for the City of Deer Park. He was first appointed to the Texas Municipal Retirement System Board of Trustees in 2013, and currently serves as chairman of the board. He also serves as a board member of the Public Employee Benefits Alliance (PEBA), and he is a member of the International Public Management Association for Human Resources (IMPA-HR), the Texas Municipal Human Resources Association, and the Society of Human Resources Management (SHRM). He holds Senior Certified Professional (SCP) designations from SHRM and IPMA-HR and has received the Senior Professional Human Resources and Global Professional Human Resources designations from SHRM. Philibert received a Bachelor of Arts from Texas A&M University and a Master of Business Administration from the University of Houston.

Robert “Bob” Scott is Assistant City Manager and Chief Financial Officer for the City of Carrollton, where he is responsible for multiple municipal departments, including treasury, debt management, accounting, purchasing, tax, and risk management. He is a member of Government Finance Officers Association and the American Institute of Certified Public Accountants (AICPA), and a former member of a Texas Municipal Retirement System Advisory Committee. Additionally, he is the author of a one-day professional education class for the AICPA entitled GASB Statement No. 68, Pension Audit and Accounting Workshop. Scott received a Bachelor of Arts in Political Science and a Master of Science in Accounting from Texas Tech University.
