Adult Education Research and Reports

Texas Government Code, Section 2308.1016, requires the Council to facilitate the efficient delivery of integrated adult education and literacy services in Texas. As such, the Council is charged with evaluating the adult education and literacy programs administered by the Texas Education Agency and the Texas Workforce Commission. In fulfillment of this mandate, the Council has published several reports on adult education in Texas.

Adult Education in Texas: A Demographic Study provides an demographic overview of the adult education population in Texas and is an update to the report last published in 2018, titled Understanding the Need for Adult Education in Texas. The updated report includes analyses of the current population in need of adult education services. The report also provides detailed estimates of the future need for services based on growth projections for the Texas population, and the geographic dispersion of need in Texas by local workforce development area. Understanding the Need for Adult Education in Texas is an update to Council research, Identifying the Current and Future Population in Need of Adult Education, published in March 2010. Between April 2018 and September 2018, the Council worked with the Office of the State Demographer to conduct analyses of the current population in need of adult education services, a detailed estimate of the future need for services based on growth projections for the Texas population, and the geographic dispersion of need in Texas by local workforce development areas.
