Governor Abbott Appoints Garland And Galindo To Risk Management Board

Governor Greg Abbott has reappointed Lloyd Garland, M.D. and appointed Rick Galindo, III to the Risk Management Board for terms set to expire on February 1, 2025. The State Office of Risk Management administers insurance services obtained by state agencies, including the self-insured government employees workers’ compensation insurance program and the state risk management programs.

Lloyd Garland, M.D. of Lubbock is a retired board certified neurosurgeon and a current private neurological consultant. He is a member of the American Medical Association, Texas Medical Association, Lubbock County Medical Association, Texas Surgical Society, Lubbock Surgical Society, American Association of Neurological Surgeons, and the Texas Association of Neurological Surgeons. He is a member of the Southern Medical Association, Rocky Mountain Neurosurgical Society, Flying Physicians Association, Undersea and Hyperbaric Medical Society and Congress of Neurological Surgeons. He is also a fellow of the American College of Surgeons, Red Raider Club, past board member of the Texas Center for Legal Ethics, and past member of the Texas Judicial Foundation Board of Directors. He served as a captain in the U.S. Air Force. Garland received a Bachelor of Science from The University of Texas at Austin and a Doctor of Medicine from The University of Texas Southwestern Medical School in Dallas. He has served as chair of the Risk Management Board since February 2016.

Rick Galindo, III of San Antonio is a risk analyst for USAA, and previously served as the State Representative of House District 117. He is former president, vice president, secretary, and treasurer of the Risk and Insurance Management Society. During his service in the Texas House of Representatives, he was a member of the Public Education Committee, Mental Health Committee, and the Government Transparency Committee. Additionally, he is a board member of the Archdiocese of San Antonio Catholic Schools and St. Luke Catholic School. Galindo received a Bachelor of Business Administration in Finance and Risk Management
