General Description

The Cooperative Advertising Specialist works within the Office of the Governor (OOG), Economic Development and Tourism (EDT) Office and reports to the Director of Tourism. Performs complex (journey-level) marketing work. Assists in the coordination of cooperative activities for domestic and international advertising, marketing and social media. Works with internal and external EDT business partners, a contracted advertising agency, a contracted public relations agency, community partners and stakeholders to execute cooperative advertising, marketing and public relations projects. Researches and responds to advertising and marketing questions from advertising agency, tourism staff and various internal and external EDT business partners and stakeholders. Work involves tourism advertising verification, invoice processing and budget monitoring. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Duties

  • Coordinates and executes cooperative advertising, marketing and public relations program projects for both domestic and international markets.
  • May develop and create new cooperative advertising, marketing or public relations programs for both domestic and international markets.
  • Works closely with travel industry stakeholders to assist them with planning and executing cooperative advertising, marketing and public relations projects.
  • May create and distribute content promoting Travel Texas cooperative programs including digital, print and other communications distributed to industry partners.
  • Actively monitors cooperative advertising budget and cooperative advertising placements.
  • Reviews, edits and traffics all cooperative materials and may develop and create new cooperative materials for industry partners.
  • Reconciles advertising affidavits, tear sheets and proof-of-run materials with advertising invoices.
  • Performs advertising agency contract administration support duties as assigned.
  • Prepares and proofreads advertising and marketing reports as required.
  • Works closely with other Tourism team members to ensure cooperative advertising, marketing and public relations needs are met.
  • Assists in the coordination of Tourism division advertising and marketing plans to compliment statewide tourism marketing goals.
  • May prepare and deliver speeches and presentations regarding advertising, marketing and public relations co-op programs.
  • Assists in editing and/or disseminating the division’s cooperative advertising plan and informational and marketing materials as directed.
  • Assists in coordinating daily projects with divisional staff and the contracted advertising agency.
  • May represent the Tourism division at meetings and events.
  • Must comply and follow all rules, regulations, policies and procedures of the department.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in advertising, marketing, business administration or a related field; and
  • Three (3) years of professional experience in project management, advertising, marketing or public relations.

Note: Experience and education may be substituted for one another on a year-for-year basis.

  • Ability to communicate effectively in groups through either practiced or extemporaneous oral presentations.
  • Ability to routinely record information such as draft correspondence, reports, documents, policies, procedures, conduct interviews and record information, or prepare other lengthy documents using handwritten or mechanical means. 
  • Ability to identify problems, evaluates alternatives, and implements effective solutions.
  • Ability to develop and evaluate policies and procedures.
  • Ability to maintain effective working relationships within and outside the agency.
  • Ability to communicate effectively to convey complex ideas and concepts.
  • Ability to coordinate multiple large projects simultaneously.
  • Ability to travel 20%, (i.e., weekly or monthly under normal conditions for long distances).

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs.  Ability to drive and travel as needed.  Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
