Governor Abbott Vetoes HCR 84 (84R)

Pursuant to Article IV, Sections 14 and 15 of the Texas Constitution, I, Greg Abbott, Governor of Texas, do hereby disapprove and veto House Concurrent Resolution No. 84 from the 84th Texas Legislature, Regular Session, due to the following objections:

I agree with the Legislature's statements, expressed in House Concurrent Resolution No. 84, regarding the importance of good mental health for all Texans. However, Article III, Section 30 of the Texas Constitution requires all laws to be passed as bills. New law cannot be made by concurrent resolution. Because House Concurrent Resolution No. 84 purports to direct the actions of state agencies in the manner of a law, it goes beyond the proper bounds of a concurrent resolution.

Since you remain gathered in regular session and continue to conduct formal business, I am delivering this disapproval message directly to you along with the official enrolled copy of the concurrent resolution.
