Pursuant to Article IV, Section 14, of the Texas Constitution, I, Greg Abbott, Governor of Texas, do hereby disapprove of and veto House Bill No. 499 as passed by the Eighty-Fourth Texas Legislature, Regular Session, because of the following objections:

I want to be clear that the Texas Commission on Environmental Quality (TCEQ) can recognize an ad valorem tax exemption under Chapter 11 of the Tax Code for a property that complies with, or prevents the applicability of, a federal environmental rule without conceding the legality or policy merits of the federal rule.
