Senior Financial Analyst– Austin, Texas
The Office of the Governor is looking for a Senior Financial Analyst (Financial Analyst IV) to work in the Texas Advanced Nuclear Energy Office (TANEO).

What You’ll Do
This position performs highly advanced (senior-level) financial analysis and regulatory work for the TANEO and the Texas Advanced Nuclear Development Fund (TANDF). Work involves compiling, reviewing, analyzing, and evaluating financial data. Plans and coordinates lending activities with the Director, other staff, and any outside vendors; and recommends appropriate actions to resolve financial and regulatory problems to ensure the proper administration of the TANDF’s programs.
- Oversees analyses of TANEO financial programs; monitors required performance reports, disbursements; prepares reports of findings; and recommends appropriate actions and changes for certain programs.
- Oversees third-party financial reviews, in coordination with OOG’s Office of Compliance and Monitoring, including the accumulation of data, financial modeling, reporting, and monitoring of responses.
- Monitors performance contracts in assigned portfolios and advises staff on matters relating to financial contracts, third party business agreements, etc.
- Develops, implements, and maintains rate methodologies and rate calculations.
- Analyzes and researches complex business plans and analyzes financial data related to program participants.
- Develops and implements internal financial policies and procedures.
- Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
- Serves as a contributor to the achievement of financial objectives and strategies related to TANDF.
- Performs or reviews financial analysis scenarios, such as loan portfolio risk simulations using in-house financial modeling tools.
- Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations.
- Administers financial processes and systems developed to oversee TANDF programs and applicants’ financials to ensure program compliance.
- Performs procurement and contract management functions. Effectively monitors performance of contracts and financial interests in assigned portfolios.
- Prepares vendor solicitations and other program related reports and responds to internal and external inquiries.
- Markets and educates business prospects and communities on financing opportunities in relation to the program for product development, job growth and retention.
- Prepares and delivers presentations to internal and external audiences.
- Updates and maintains data related to private business, industry trends, state and federal regulations, local units of government, and non-profit organizations to ensure the most current and accurate information is available for program purposes.
How You’ll Qualify
- High school graduate or equivalent; and
- Ten (10) years of professional experience in business administration, finance, accounting, economics, economic development, public administration, political science, or a related field.
Note: Experience and education may be substituted for one another on a year-for-year basis.
You’re a Great Fit with
- Master of Business Administration degree from an accredited college or university;
- Certified Public Accountant (CPA);
- Certified Texas Contract Manager;
- Prior experience in bank credit analysis, loan administration, investment banking, tax credit financing or comparable responsibilities; and
- Knowledge of industry and market terminology, procedures and related business trends.
Registration, Certification or Licensure
- Valid Texas Driver’s License or be willing to obtain a valid Texas Driver’s License within 90 days if moving from another state.
- Texas Contract Manager Certification required within six months of hire date.
