General Description

The Director of Human Resources works within the Office of the Governor (OOG), Human Resources Division and reports to the Director of Administration. Performs advanced (senior-level) human resources work and has primary responsibility for the management of the human resources program. Work involves directing, administering, and monitoring the development and operation of human resource management programs and ensuring compliance with state and federal regulations. Must maintain strict levels of confidentiality and sensitivity. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties

  • Oversees the operations of the Human Resources Division; including personnel administration, selection and placement, classification and staffing, employee relations, risk management, E-Verify and I-9 paperwork.
  • Counsels agency staff on issues relating to human resources management and counsels employees on professional development and other work-related issues.
  • Plans, develops, reviews, revises, and implements human resources policies and procedures, correspondence, directives, and publications.
  • Oversees the maintenance of human resources records and analysis of human resources reports and reporting procedures.
  • Interprets state and federal human resources related statutes to ensure compliance and the consistent application of human resources policies and procedures.
  • Monitors legislation for impact on human resources programs and activities.
  • Oversees agency training and development programs. Develops or secures training as needed.
  • Oversees the agency’s main receptionist functions. 
  • Serves as the agency equal employment opportunity (EEO) officer, the agency risk manager and the Americans with Disabilities Act (ADA) Coordinator.
  • Reviews documentation and support for personnel actions. Ensures complete and consistent human resources documentation, including but not limited to documentation of disciplinary actions.
  • Ensures that new employee orientation (NEO) meets all requirements to maintain compliance with relevant federal and state laws and regulations.
  • Processes EEO4 reports every two years.
  • Oversees and updates website human resources data as needed on intranet site.
  • Develops annual budget for the Human Resources Division.  Monitors annual encumbrances for the fiscal year.
  • Oversees on-line enrollment (OLE) for benefits. Assists with replies to benefits queries from staff.
  • Oversees and authorizes parking access and facilities access for agency.
  • Conducts background checks and analyze background results.
  • Coordinates the contracting of temporary services for other divisions as needed. 
  • Oversees the Internship Program and the Safety Officer Program within the Human Resources Division.
  • Plans, assigns and supervises the work of others.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in human resources, business administration, management or a related field; and
  • Six (6) years of progressively responsible State of Texas human resources experience.

Note: Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications

  • Prior experience in Texas state government in a Human Resources Director/Manager role; and
  • Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR) certification, Society for Human Resource Management Professional – Certified Professional (SHRM-CP) or Senior Professional in Human Resources (SPHR) certification, Society for Human Resource Management Professional – Senior Certified Professional (SHRM-SCP).

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs.  Ability to drive and travel as needed.  Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
