Governor Abbott Reappoints Three To Lower Neches Valley Authority Board Of Directors
Governor Greg Abbott has reappointed James M. Scott to the Lower Neches Valley Authority Board of Directors (LNVA) for a term set to expire on July 28, 2027 and reappointed Steven R. “Steve” Lucas and Charles “Caleb” Spurlock, D.D.S. to the board for terms set to expire on July 28, 2029. Additionally, the Governor named Spurlock as president of LNVA. The LNVA has a duty to conserve, control, and utilize the waters of the Neches River and its tributaries including storm and flood waters. The LNVA authorizes the storing, controlling, conservation, and distribution of storm and flood waters of the Neches River and its tributaries, within and/or without such district, for irrigation, domestic, industrial, and municipal uses, and hydroelectric power. LNVA may also sponsor and participate in an economic development program within the areas served by LNVA intended to strengthen the economic base and further the economic development of the state.
James M. Scott of Beaumont is President Construction and Development of Trans-Global Solutions, Inc. He is the former chairman of the Jefferson and Orange County Board of Pilot Commissioners and current chairman of the Baytown Chamber of Commerce. He is a member of the American Railway Engineering and Maintenance-of-Way Association and National Railroad Construction and Maintenance Association. Additionally, he is vice president of the Gay D. & William F. Scott Foundation, member of St. Anthony Cathedral, and treasurer of the Baytown - West Chambers County Economic Development Foundation. Scott received a Bachelor of Business Administration from Southern Methodist University.
Steven R. “Steve” Lucas of Beaumont is executive vice president and regional president of Stellar Bank. He is a former member and treasurer and of the Rotary Club of Beaumont, former board member and president/chairman of the United Way of Beaumont, and Lay Leader for Wesley United Methodist Church. Additionally, he is a former member and former president of the Beaumont Public Schools Foundation Board of Directors and a former school business partnership volunteer for Beaumont Independent School District. Lucas received a Bachelor of Business Administration from Lamar University.
Charles “Caleb” Spurlock, D.D.S. of Woodville is a dentist and owner of C. Caleb Spurlock, DDS, PLLC. He is a member of the American Dental Association, Texas Dental Association, and the Dental Society of Southeast Texas. Additionally, he is a member and past president of the Woodville Lions Club and a former city councilman for the City of Woodville. Spurlock attended Texas A&M University and Lamar University and received a Doctor of Dental Surgery from The University of Texas School of Dentistry at Houston.
