Governor Abbott Appoints Five To OneStar National Service Commission

Governor Greg Abbott has appointed Charmelle Garrett, Lillian Lucero, and Corey Tabor and reappointed Mary Grace Landrum and James Senegal to the OneStar National Service Commission for terms set to expire on March 15, 2020. The commission serves as the state's liaison to the Corporation for National and Community Service, fulfilling the duties prescribed and oversees Texas' participation in Corporation for National and Community Service programs; and prepares a comprehensive three-year national service plan for the state annually.  Additionally, this board helps to oversee the Rebuild Texas fund to help Texans recovering from hurricane Harvey.

Charmelle Garrett of Victoria is the Victoria City Manager. She is a member of the Texas City Manager’s Association and the International City/County Management Association, former member of Victoria alliance, and a board member of Victoria County Senior Citizens. Garrett received a Bachelor of Science in business from Louisiana Tech University.

Lillian Lucero of Austin is a student at Stephen F. Austin High School in the Academy for Global Studies. She has volunteered with a number of groups, including The Miracle Foundation, Capital Area Food Bank, Mobile Loaves and Fishes, Juvenile Diabetes Research Foundation, and Walk for Water. Lucero has participated in the Model United Nations and served as Vice President, Secretary General of Public Relations and Secretary General of Policy. In the fall, Lucero will be studying international business at Loyola University Chicago. 

Corey Tabor of Manor is founder and pastor at Full Life Community Church and Austin LifeGuard program director with Austin LifeCare. He is vice president of development for Manor Schoolhouse Foundation, secretary of the Texas Alliance for Life Board, and member of the Embrace Initiative and the Center for Urban Renewal and Education. Tabor received a Bachelor of Science in communication studies from The University of Texas at Austin and Masters of Ministry Leadership from Rockbridge Seminary.

Mary Grace Landrum of Houston is the owner and principal consultant at Landrum & Associates, and she recently retired as the executive director of the West Houston Leadership Institute. She is a member of the Association for Talent Development, Houston Organizational Development Network, and the American Leadership Forum. She previously served as both the vice president and secretary of the Spring Branch ISD Board of Trustees. Landrum received a Bachelor of Arts in psychology and special education from Franciscan University of Steubenville and a Master of Education from The University of Texas at Austin.

James Senegal of Spring is the director of professional development with the Law Enforcement Management Institute of Texas. He is a member of the Texas Police Chiefs Association and the Texas Police Association. Senegal received a Bachelor of Science in criminal justice from Sam Houston State University.
