Governor Abbott Vetoes HCR 84 (84R)

Pursuant to Article IV, Sections 14 and 15 of the Texas Constitution, I, Greg Abbott, Governor of Texas, do hereby disapprove and veto House Concurrent Resolution No. 84 from the 84th Texas Legislature, Regular Session, due to the following objections.

Governor Greg Abbott today signed House Bill 40 (Darby, R-San Angelo; Fraser, R-Horseshoe Bay), which preempts regulation of oil and gas activity at the city level and resides that duty with the state, and ensures that any local regulation of surface activity is commercially reasonable and does not effectively prohibit an oil and gas operation.
