Program Specialist – Austin, Texas

The Office of the Governor (OOG) is looking for two Program Specialists (Program Specialist IV) to work in the Texas Advanced Nuclear Energy Office.

The salary is $5,416.67 - $6,000.00 a month ($65,000.04 - $72,000.00 a year).

What You’ll Do

This position performs highly complex (senior-level) consultative services, technical assistance work, and provides recommendations to staff and applicable stakeholders on projects related to the Texas Advanced Nuclear Development Fund and associated grant programs (TANDF) as established in House Bill 14, 89th Regular Legislative Session. Prepares financial and other business reports and responds to internal and external inquiries. Assists in planning and coordinating projects and grant activities together with other TANEO and OOG team members.

  • Develops and administers TANDF programs, as assigned.
  • Performs an array of technical, training, research, planning, program assessment, and administrative activities for TANEO grant programs, as assigned.
  • Plans, implements, coordinates, monitors, and evaluates grant funded program activities.
  • Analyzes grant applications to determine eligibility and compliance with program guidance, state law, and other requirements.
  • Negotiates changes with potential grantees to make adjustments that ensure accountability and ensure that the project scope meets the requirements and priorities established by the TANEO.
  • Engages prospective program applicants and communities in identifying local benefits from development to completion.
  • Regularly communicates with program participants.
  • Coordinates and collaborates with TANEO staff in program planning, development, implementation, analysis, and documentation of TANEO programs.
  • Prepares and delivers presentations to internal and external audiences.
  • Monitors performance and compliance in assigned portfolio of grant programs.
  • Monitors required performance reports and recommends appropriate changes.
  • Updates and maintains data related to the nuclear energy industry and regulatory trends to ensure the most current and accurate information is available for program purposes.
  • Ensures thorough completion of data and well-organized recordkeeping, including electronic and/or hardcopy formats.
  • Demonstrates subject matter expertise, professional confidence, and clarity when representing TANEO.
  • Develops, interprets, and/or revises policies, procedures, rules, standards, and other program documents.
  • Demonstrates accurate accounting practices, as needed, to support financial reporting and grantee budget review.
  • Advises staff on matters relating to financial contracts, third-party business agreements, and similar documents.
  • Provides guidance to staff in the development and integration of new methods and procedures.
  • Develops and implements action plans to improve program effectiveness and efficiency.
  • Maintains a regular work schedule and may work extended hours as needed.

How You’ll Qualify

  • High school graduate or equivalent; and
  • Four (4) years of professional experience in business administration, finance, accounting, economic development, economics, political science, public administration, grant administration, or a related field.

Note: Experience and education may be substituted for one another on a year-for-year basis.  

You’re a Great Fit with

  • Graduation from an accredited four-year college or university with a degree in business administration, finance, accounting, economic development, economics, political science, public administration, or a related field;
  • Knowledge of state grant or economic incentive programs, financial statements, implementation and administration of finance programs, and knowledge of investment or project management, including local, state, and federal laws and regulations;
  • Certified Texas Contract Manager; and
  • Knowledge of nuclear energy industry and market terminology, procedures and related industry trends.
