General Description

The Accessibility and Disability Rights Coordinator works within the Office of the Governor, Governor’s Committee on People with Disabilities (GCPD), and reports to the Director.  Provides advanced (senior-level) consultative and technical assistance work to state and local governmental entities and the public about accessibility and disability rights laws. Maintains current information regarding state and federal regulations as well as best practices concerning the rights of persons with disabilities and accessibility. Gathers, analyzes, and concisely summarizes and reports information regarding accessibility and disability rights and related laws. Develops and produces informational materials, brochures, and other written content. Actively tracks and reports on legislation and industry trends. Writes, delivers and/or prepares well-researched speeches and presentations on complex disabilities laws, issues, programs, and trends. Effectively interacts with Americans with Disabilities Act (ADA) coordinators, businesses, governmental entities, and the general public as required to accomplish the goals and objectives of this position. Works closely with other GCPD program staff. May serve as a lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

 Essential Duties

  • Develops and implements successful systems to assist state and local governments to better monitor accessibility, ADA and related non-discrimination compliance statewide.
  • Recommends, reports, and assists the Office of the Governor in improving non-discrimination and ongoing disability compliance at the state and local level.
  • Conducts critical analysis of issues, such as best practices for accessible parking for people with disabilities and formulates recommendations for consideration.
  • Monitors, analyzes, summarizes, and communicates proposed changes to federal, state, and local non-discrimination and accessibility laws and regulations.
  • Provides ADA interpretation and makes recommendations regarding compliance to staff and organizations.
  • Develops and implements a reporting system and surveys to gauge and objectively measure ADA compliance practices and initiatives from public sector organizations in Texas. 
  • Analyzes, summarizes, and reports trends and ADA compliance to the Governor’s Committee on a regular basis as directed and upon request. 
  • Collaborates with program staff to determine trends. Provides timely and accurate summaries of new industry information on cross-disability issues, including legal trends, to ADA coordinators in public sector organizations and others upon request.
  • Effectively fulfills technical assistance role, including state, federal and local accessibility, disability rights legislation, and implementation of programs, policies and procedures relating to GCPD’s twelve issue areas including, access, communications, education, employment, emergency management, health, housing, recreation, transportation, and veterans in accordance with the ADA.
  • Performs all required research as needed to assist internal and external constituents and to increase personal knowledge and subject matter expertise of the ADA and other civil rights laws affecting people with disabilities.
  • Plans, develops, and presents ADA training, including within the Office of the Governor, as needed to educate targeted audiences and promote compliance. 
  • Develops and coordinates ADA trainings. Develops webinars on accessibility and disability policy program information and runs these webinars.
  • Develops and coordinates programs promoting access to electronic and information resources and implementation of accessibility for state and local agencies.  Maintains and upholds current information regarding provisions of §508 of the Rehabilitation Act and WCAG 2.1 standards.
  • Coordinates the marketing of GCPD program information to encourage interest and secure support for best practices.
  • Collects and/or develops accurate, clearly written and easily understandable technical assistance informational materials regarding the ADA and other state, federal and local disability rights laws in response to requests for program information.
  • Determines program statistics and trends and resolves operational issues.
  • Maintains regular work schedule.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in disability studies, psychology, social work, or a related discipline; and
  • Four (4) years of professional experience in a related field.

Note: Experience and education may be substituted for one another on a year-for-year basis.  

Preferred Qualifications

  • Master’s degree in disability studies, social work, counseling, rehabilitation, or psychology.
  • Knowledge of state and federal disability rights laws and organizations serving people with disabilities.
  • Experience in disability research and professional report writing, public speaking and legislative analysis.
  • Advanced skills in American Sign Language, and knowledge of deaf and hard of hearing services.
  • Experience delivering webinar programs.
  • Advanced knowledge of state and federal disability civil rights laws and standards including provisions of ADA, IDEA, §504 and §508 of the Rehabilitation Act, Fair Housing Act, and disability related local, state, and federal laws and regulations relevant to GCPD program areas.

  • Skill in the use of personal computers and software applications.
  • Skill in promoting access to electronic and information resources.
  • Skill in verbal and written communications.
  • Skill in creating presentations and public speaking.
  • Ability to gather, assemble, and analyze facts and prepare reports.
  • Ability to devise solutions to problems.
  • Ability to market GCPD programs.
  • Ability to provide professional technical assistance to citizens of Texas by phone and email.
  • Ability to write clear and concise technical reports.
  • Ability to exercise initiative and creativity.
  • Ability to communicate effectively.

  • Ability to handle multiple large projects simultaneously.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.

Registration, Certification or Licensure

Valid Texas Driver’s License or Texas ID Card.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
