General Description

The Editor works within the Office of the Governor, Constituent Communication Division, and reports to the Director. The Constituent Communication Division is responsible for receiving, recording and retaining communications from constituents, public officials, state agencies or others concerning public policies, procedures, ceremonial items or operations of the Office of the Governor. These messages arrive in the form of letters, phone calls, faxes, web site submissions or other means of communication. The Constituent Communication Division is charged with producing appropriate responses on behalf of the governor. 

The Editor performs complex (journey-level) editorial work. Work involves laying out, indexing, and revising content of written materials in preparation for final publication. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

 Essential Duties

  • Edits and proofreads work of others in a collaborative and positive manner.
  • Writes correspondence that accurately reflects the administration’s position on issues.
  • Drafts ceremonial greetings, certificates, proclamations, and messages.
  • Conducts interviews and researches sources; and ensures the completeness and accuracy of printed and online materials.
  • Responds to general information inquiries about agency activities.
  • Verifies facts, dates and statistics using standard references and sources.
  • Documents sources of data in automated database and master catalogue of approved language.
  • Conducts data searches as required for specific fact checking and background research purposes.
  • Conducts internal research on previously issued correspondence and ceremonial items.
  • Interviews appropriate agency staff for background and issue development while composing appropriate responses for correspondence.
  • Adheres to state agency records retention program, practices, policies and procedures.
  • Performs hands-on assistance with mailings and communications if required to meet a departmental goal or deadline.
  • Demonstrates interpersonal effectiveness and tact while communicating with various internal and external constituencies.
  • Maintains knowledge of current events with regard to change and innovation in state governmental affairs and public policy.
  • Establishes and maintains a reliable body of work performance.
  • Contributes to a healthy culture within the division.
  • May coordinate program information programs, conferences, seminars, workshops, and public hearings.
  • May plan layout, design, illustration, production, color selection, and ink and paper selection for artwork masters.
  • May develop Web site content and participate in usability testing.
  • May contribute to the development and dissemination of a departmental Style Manual.
  • Maintains regular work schedule.
  • Performs other related work as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university major course work in English, journalism, public relations, marketing or a related field of study; and
  • One (1) year of professional experience in a related field.

Note: Experience and education may be substituted for one another on a year-for-year basis.  

Preferred Qualifications

  • Experience in editing, writing, or related field.
  • Proficiency in data entry, word processing, business correspondence management, spreadsheets, and other electronic communications and software.
  • Knowledgeable of the administration’s key initiatives and policy positions

  • Skill in editorial and design concepts and practices, and in the use of computers and applicable software.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
