Texas Travel Industry Recovery Grant Program

Travel Industry Recovery Grant Program (TTIR) was established by Senate Bill 8 and signed into law by the Governor following the 87th Legislature (Third Called Session) to administer $180 million received from the Coronavirus State Fiscal Recovery Fund under the American Rescue Plan Act of 2021.

The Texas Travel Industry Recovery (TTIR ) Program was established by Senate Bill 8 and signed into law by Governor Greg Abbott following the 87th Legislative Session to administer $180 million of funds received from the Coronavirus State and Local Fiscal Recovery Funds under the American Rescue Plan Act of 2021. 

The TTIR Program awarded approximately $180 million to eligible small businesses in the tourism, travel and hospitality industries that suffered a negative economic impact due to COVID-19 between July 25, 2022, and August 31, 2024. The program was administered across six categories to small businesses in the following industries:

  • Food services and drinking places
  • Arts, entertainment, and recreation
  • Traveler accommodation
  • RV parks and recreational camps
  • Travel arrangement and reservation services
  • Convention and trade show organizers
  • Breweries
  • Wineries
  • Distilleries
  • Passenger car rental
  • Scenic and sightseeing transportation, other
  • Scenic and sightseeing transportation, water
  • Scenic and sightseeing transportation, land
  • Charter bus industry
  • Inland water passenger transportation
  • Coastal and Great Lakes passenger transportation
  • Deep sea passenger transportation
  • Cinemas
  • Drive-in motion picture theaters

For Categories 1-5 (small businesses in the industries listed above with a maximum grant award of $20,000), our office received approximately 10,605 applications and issued $78,908,967.07 to 4,144 eligible businesses (an average of $18,725.43 per award). 

For Category 6 (businesses in the same industries with grants up to $250,000), our office received approximately 8,558 applications and issued $86,678,676.86 to 497 eligible businesses (an average of $173,357.35 per award).
