Staff Services Officer – Austin, Texas

The Office of the Governor is looking for a Staff Services Officer (Staff Services Officer III-IV) to work in the Texas Workforce Investment Council (TWIC).

The salary is $5,000.00 - $6,000.00 a month ($60,000.00 - $72,000.00 a year).

What You’ll Do

This position performs complex to highly complex (junior-level to senior-level) staff services work. Work involves planning, directing, coordinating, and performing several staff services functions such as human resources, accounting, budgeting, purchasing, training, travel, payroll, records management, and property management.

  • Plans and coordinates logistics for quarterly Council and biannual subcommittee meetings, and other meetings as required by the Executive Director.
  • Prepares notices or agendas for meetings and hearings; may serve as the Council’s primary liaison to the Secretary of State’s Texas Register for compliance with the Open Meetings Act.
  • Prepares and edits complex correspondence, memos, reports, presentations, spreadsheets, briefing materials, and handbooks.
  • Serves as the human resources, travel, and purchasing coordinating/liaison for the division. Plans and coordinates several staff services functions such as human resources, accounting, budgeting, purchasing, travel, payroll, records management, training, and property management.
  • Analyzes internal processes, recommends and implements procedural changes and may develop and revise administrative policies, procedures, and resources.
  • Receives visitors, answers and screens phone calls, takes messages, and sets-up conference calls.
  • Coordinates calendars, meetings, and conferences; develops itineraries and presentation materials for the Executive Director and lead staff.
  • Serves as the Records Management Coordinator for the division. Develops and maintains administrative databases, filing, recordkeeping, and records management systems.
  • Plans, directs, coordinates, and performs duties necessary for the development and implementation of the Council’s budget and administrative procedures.
  • Prepares and reviews operational and special reports.
  • Reviews the Council’s activities and interprets and ensures compliance with applicable federal, state, and local laws, rules, and regulations.
  • Plans and coordinates Council functions with member agencies.
  • May assist the director with screening job applicants and interviews.
  • May assist the director with administrative actions related to promotions, demotions, merit increases, disciplinary actions, transfers, and discharge of employees.
  • May prepare and provide presentations for professional organizations, governmental entities, and the public.

How You’ll Qualify

Staff Services Officer III

  • High school graduate or equivalent; and
  • Three (3) years of professional experience in budget preparation work, office management, business administration, and/or human resource administration.

Staff Services Officer IV

  • High school graduate or equivalent; and
  • Four (4) years of professional experience in budget preparation work, office management, business administration, and/or human resource administration.

Note: Experience and education may be substituted for one another on a year-for-year basis.

Graduation from an accredited four-year college or university with a degree in financial management, human resources, public or business administration or a related field.
