General Description

The Marketing Specialist works within the Office of the Governor (OOG), Economic Development and Tourism (EDT) Office and reports to the Director of the Texas Film Commission (TFC). Performs complex (journey-level) marketing work. Implements and executes marketing initiatives, events, communications and messaging, collateral and materials, and digital content creation and assets for advertising and online resources like the Texas Production Directory, TFC website and social media channels. Develops and manages budgets. Oversees co-op advertising, marketing and branding, event sponsorship deliverables and stakeholder guest lists with community partners, film festivals, other TFC staff, and co-sponsors.  Effectively represents TFC at trade shows, conferences, film festivals, public speaking engagements and industry events. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Duties

  • Oversees TFC’s annual schedule of marketing initiatives, events, sponsorships, partnerships and online presence.
  • Develops and manages budgets for multiple sponsorships, partnerships and/or events for the TFC.
  • Produces and manages TFC branded content and social media presence. Drafts messaging and positioning with TFC leadership to provide the most impact and reach for TFC programs and resources.
  • Oversees planning and execution of events and sponsorships as needed, including creating guest lists, ordering and assembling marketing materials, overseeing execution and logistics of events, staffing, and sponsorship deliverables.
  • Serves as TFC point of contact for all film festivals in Texas, providing strategic guidance, resources, information, and community contacts to support film festivals’ regional economic development and tourism goals.
  • Works with TFC staff and outside vendors to ensure graphic consistency in design for all electronic and printed materials.
  • Manages the design of marketing materials (digital and print) delivery and inventory.
  • Represents TFC at trade shows, film festivals, conferences, and industry events, and facilitates TFC staff representation.
  • Collaborates with colleagues to create programming content for workshops, events, and other initiatives related to TFC programs.
  • Collaborates with colleagues in responding to constituents regarding TFC services, resources and other general industry inquiries; troubleshoots as needed.
  • Assists with requests for ceremonial letters from the Governor for industry-related stakeholders, events, festivals, etc. 
  • Contributes to the promotion, growth, editing and management of the Texas Production Directory, a comprehensive (2,000+ listings) online directory to Texas-based workforce and services for the national and international film, television, commercial, game and animation production industries. 
  • Remains well-informed of EDT and OOG initiatives, policies, procedures, operations, new releases, web content, programs, and statewide trends.
  • Maintains regular attendance and works extended hours as needed.
  • Performs all other related duties as assigned.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a degree in communications, public relations, film/television, graphic design/advertising, marketing or related field;
  • Three (3) years of directly related experience in the film/television/commercial/advertising industries.

Note: Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications

  • Professional experience in graphic design and website construction and working in online marketing for industries related to film, television or video games;
  • Demonstrated use of, software applications in a Windows environment and advanced use of Microsoft Office Suite, InDesign, Photoshop, Illustrator, HTML, CSS, Express Engine, and FileMaker Pro.

Knowledge, Skills, and Abilities Requirements

  • Knowledge of local, state, and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management.
  • Knowledge of media production industry practices and content production processes.
  • Knowledge of current marketing and merchandising practices.
  • Knowledge of functions of news and/or communications media.
  • Knowledge of Texas’ film production and/or video game industries.
  • Knowledge of desktop publishing, graphic and print design, and website maintenance.
  • Knowledge of personal computers and software applications.
  • Working knowledge with Adobe Creative Suite, specifically InDesign, Photoshop, and Illustrator, HTML, CSS, Microsoft Office Suite.
  • Skill in interpersonal communications and writing. 
  • Skill in public speaking.
  • Skill and experience with digital photography/video equipment and recording.
  • Skill in graphic design.
  • Skill in proofreading.

  • Ability to travel approximately 30%, (i.e., weekly-monthly) under normal conditions for long distances.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs.  Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and weekends as needed.
