The Program Specialist position is assigned to the Public Safety Office and reports to the Grants Administration Director. The Public Safety Office makes investments through grant programs to promote strategies that improve public safety, support victims of crime, prevent terrorism, and prepare communities for the threats and hazards that pose the greatest risk to Texas. Performs complex consultative services and technical assistance work. Work involves planning, developing, and implementing agency grant progress/performance management programs and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and other stakeholders. May train, lead, assign, and prioritize the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
- Collaborates in the planning, development, implementation, analysis, and documentation of the PSO’s data collection methods for state and federal progress/performance reporting requirements for all PSO sub-grants.
- Serves as a liaison with state and federal partners regarding progress/performance reporting requirements; includes collaborating with program staff to determine trends and resolve technical problems.
- Coordinates the submission of progress/performance data to the applicable state or federal agencies, entities, or organizations.
- Monitors, reviews, and evaluates compliance with state and federal reporting policies and procedures, statutes, and rules for all PSO managed grant funds.
- Coordinates with program managers to evaluate progress in meeting state and federal progress/performance reporting goals.
- Reviews reports for completeness, compliance with standards, uniformity in method, and adherence to statutes, departmental policies, and legal decisions.
- Collects, organizes, analyzes, and prepares materials in response to Public Information Requests.
- Analyzes grant guidance to develop recommendations for policy changes to improve the effectiveness of grantee progress/performance reporting.
- Obtains local, county, and statewide data to develop reports and recommendations.
- May prepare and provide presentations for professional organizations, governmental entities, and the public
- Trains PSO staff, grantees, and others on related progress and performance reporting processes.
- Prepares and reviews reports on the effectiveness of progress/performance reporting activities, at the request of management.
- Studies and analyzes operations and problems, prepares reports of findings and recommendations, and prepares justifications for procedural or policy changes.
- Reviews and evaluates information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend improvements.
- Assists in the collection, organization, analysis, and/or preparation of materials in response to requests for progress/performance reporting information and reports.
- Assists in preparing justifications for the implementation of procedural or policy changes.
- May develop policy and procedure manuals as well as guides and reference materials for grantees.
- Complies with all OOG policies, procedures, and applicable laws.
- Maintains regular attendance and regular work schedule.
- Performs related work as assigned.
The successful applicant must be a college graduate from an accredited four-year college or university with a degree in government, accounting, business, analytics, statistics or a related discipline, and possess three (3) years of progressively responsible experience in grants, data analysis, research, and/or reporting work. Experience and education may be substituted for each other on a year-for-year basis.
Knowledge, Skills, and Abilities Requirements:
- Thorough knowledge of local, state, and federal laws and regulations relevant to program areas.
- Working knowledge of automated information tracking systems, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.
- Knowledge of the state’s Uniform Grant Management Standards preferred.
- Knowledge of personal computers and software applications.
- Knowledge of the principles and practices of public administration and management.
- Knowledge of statistics and analyzing data sets.

Registration, Certification or Licensure: Valid Texas Driver’s License.
Physical Requirements and/or Working Conditions: This classification functions in a standard office environment. There are no unusual dangers involved. Must be able to work flexible hours during a legislative session and as needed. Must be available to travel as needed.
