The Office of the Governor is looking for a Deputy Director (Manager IV) to work in the Texas Workforce Investment Council (TWIC).

What You’ll Do
This is a job that performs highly complex (senior-level) managerial work administering the daily operations and activities of the division. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating functions and division activities; developing and evaluating budget requests; and monitoring budget expenditures.
- Manages activities of staff in the division, as required.
- Leads all aspects of administrative and support functions for the Council, members, staff, and office.
- Manages all HR-related requirements and actions; liaise with OOG and member agencies on HR-related issues, including but not limited to job postings; new hires; resignations and terminations; timekeeping and leave; professional development; and EEO, ethics, and other compliance requirements.
- Leads the review and development of the Memorandum of Understanding (MOU) for funding of Council full-time equivalent (FTE) employees and operating costs on a biennial basis, including serving as the primary contact in the approval process for OOG and member agencies.
- Plans and develops the Council's annual budget, reconciliation, and reporting within the parameters of the Council's MOU.
- Prepares management and productivity reports and studies.
- Oversees special investigations, program analyses, and internal audits.
- Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and may manage evaluation activities.
- Develops and implements techniques for evaluating business functions and division activities.
- Develops and evaluates budget requests, monitors expenditures, and makes adjustments as necessary.
- Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
- Identifies areas of needed change and makes recommendations to improve operations.
- Provides technical guidance for the division.
- Represents the division at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
- May manage programs focusing on continuous process improvement.
How You’ll Qualify
- Graduation from an accredited four-year college or university with a degree in business administration, government, public administration, or related field; and
- Four (4) years of progressively responsible experience in the management of a business function, division, or department, including one (1) year of supervisory or managerial experience.
Note: Experience and education may be substituted for one another on a year-for-year basis.
