General Description: 

This Deputy Director position is hired to work within the Office of the Governor’s (OOG), Financial Services Division reporting to the Director of Financial Services. Performs advanced (senior-level) managerial work administering the daily operations of the division, as well as overseeing all work product of the division. Monitors activities and satisfies division reporting requirements. Serves as the backup to the Director of Financial Services. Work requires contact with governmental agencies and the public. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:

  • Assists with administering the financial management and fiscal operations of the Office of the Governor, including purchasing, payment processing, cash and appropriation management, financial reporting, bond issuance and accounting, equity investments, budget development and monitoring, financial systems, and revenue estimating.
  • Assists with providing sound financial solutions for complex business issues, including special budget schedules as needed.
  • May develop policies and effective management controls; reviews guidelines, procedures, rules, and regulations; and assists the Director of Financial Services in establishing priorities and standards.
  • May provide strategic leadership and direction in operations and planning, including development of the operating and biennial budgets. 
  • Oversees the preparation of periodic financial reports, to include the review of USAS and CAPPS reports.
  • Oversees the preparation of the Annual Financial Report (AFR).
  • Prepares Form 1099 report annually.
  • Oversees records retention for the division.
  • Serves as the contact for National Travel Systems, Federal Express, and Citibank (agency travel cards).
  • Serves as Comptroller’s Office contact for vendor payment status.
  • Ensures proper training of accounts payable staff, assigns responsibilities, and supervises performance of assignments.
  • Demonstrates sustained knowledge and expertise of national and state accounting standards.
  • Serves as backup Public Information Request coordinator for the division.
  • Performs all other duties as assigned.


Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a degree in accounting, business administration, government, public administration or related field;
  • Five (5) years senior level experience in state government financial and accounting services, including one (1) year of supervisory experience;
  • Thorough knowledge of USAS;
  • Thorough knowledge of CAPPS Financials.

Note: Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications:

  • Certified Public Accountant (CPA);
  • Two (2) years of supervisor experience.

Knowledge, Skills, and Abilities Requirements:

  • Extensive knowledge of applicable state government laws, rules, relevant to program areas; and of the principles and practices of public administration and management.
  • Extensive knowledge of accounting principles, procedures, and terminology.
  • Extensive knowledge of state accounting information systems.
  • Thorough knowledge of management methods and practices which includes managing, planning, assigning, and reviewing the work of professional and clerical staff in a variety of tasks.

  • Thorough knowledge of USAS.
  • Working knowledge of budget processes which includes developing and monitoring budgets.
  • Working knowledge of the legislative process which includes analysis and interpretation of legislation.
  • Knowledge of the State of Texas General Appropriations Act.
  • Knowledge of MIP software.
  • Knowledge of CAPPS Financials.
  • Knowledge of financial transaction controls and appropriate separation of duties.

Registration, Certification or Licensure:   Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions: This classification functions in a standard office environment and requires a regular work schedule. Will need to move about the office to access file cabinets, office machinery, etc.  Ability to move up to 20 lbs. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to observe and evaluate data reports and invoices.  Work with overlapping projects and deadlines. Work as a team member. Have direct customer contact. Must be able to work a regular 8-hour workday and extended hours during a legislative session that include holidays and as needed.
