General Description:

This position is assigned to the Office of the Governor’s Public Safety Office (PSO) and reports to the Justice Programs Administrator. The focus of this position is working with organizations throughout the state to provide financial support for victim service providers and related criminal justice system partners.  Performs advanced (senior-level) grant development, coordination, analysis, monitoring, and administration.  Work involves planning, developing, and implementing funding strategies; evaluating grant applications for eligibility and appropriateness; assisting with monitoring schedules and reports; and, analyzing performance data to determine the efficacy of PSO Justice Program-funded programs.  Writes and edits reports, briefs, plans, and other documents. Effectively communicates with government leaders and professionals to accomplish mutual public objectives. Provides consultative services and technical assistance to program staff, governmental agencies, and other community organizations.  Trains and prioritizes the work of others.  An employee at this level is aware of state priorities as well as grant management practices and procedure and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:

  • Effectively plan, implement, coordinate, monitor, and evaluate grant-funded programs.
  • Analyze grant applications to determine eligibility and compliance with state/federal statutes and best practices.
  • Negotiate changes with potential grantees to make adjustments that ensure accountability and that the project scope meets the requirements and priorities established by PSO or the federal government.
  • Work with Program Administrator to develop funding plans and priorities that align with designated state and federal sources of funding.
  • Independently review and approve requests for payments involving multi-million dollar state and federal appropriations.  Initiate contacts with requestors to discuss potential ineligible items or to request additional documentation to support requested funds.
  • Actively monitor grant reporting to ensure timely filing of all required grant reports; may collect and review programmatic information from grant managers to prepare and submit required grant reports.
  • Analyze performance data to identify discrepancies and ensure follows-up with grantee to revise data, as appropriate.
  • Professionally communicate with city and county leaders; state agency executives; and other professionals about grant priorities, guidelines, and requirements.
  • Develop, establish, and maintain productive and effective working relationships with stakeholders as required to fulfill the objectives of this position.
  • Analyze grant activities, identify problem areas, provide technical assistance, and work with grantees to develop corrective action plans. Identify agencies who fail to comply and initiate a request for CJD to hold further funds to agency.
  • Represent the Governor’s Office (PSO) at meetings related to division and section funding opportunities, lead strategic program development, and foster collaborative working partnerships to effect positive change.
  • Provide guidance to PSO staff, grantees, applicants, and others, including via conferencing and other means.
  • Determine a grantee’s compliance with conditions of funding placed on their grant and remove or clear the conditions when all requirements are met.
  • Prepare administrative reports and studies and performs specialized research projects.
  • Manages the collection, organization, and analysis of grant-related data using Excel and Access databases.
  • Assist the Program Administrator in coordinating the workflow of section activities.
  • Provide training for new staff and guidance in the development and integration of new methods and procedures.
  • Develop and maintain clear, accessible, and updated training and operations manuals, educational materials and information.
  • Provide training to potential and current grant recipients on the application process and reporting requirements.
  • Identify, present and implement effective and ethical business solutions as needed.
  • Attend conferences, training and other professional development opportunities to increase job knowledge and technical expertise.
  • Perform all other related duties as assigned.

Minimum Qualifications:

The successful applicant must be a college graduate from an accredited four-year college or university with a degree in government, criminal justice, business, public administration, or a related field, and possess five (5) years of progressively responsible experience in grants or program management. Experience may be substituted for education on a year-for-year basis.

Preferred Qualifications:  

Demonstrated subject matter expertise in the field of criminal justice programming and response protocols.

Registration, Certification or Licensure:   Valid Texas Driver’s License. 

Physical Requirements and/or Working Conditions: This classification functions in a standard office environment. Ability to move up to 35Ibs.  Ability to drive and travel as needed.  Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person.  Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
