This position is assigned to the Governor’s Office, Criminal Justice Division (CJD) and reports to the section director for Victims Services Programs. The focus of this position is to manage and monitor a portfolio of grant and funding applications as well as to work with a variety of crime victims-related organizations to help them understand their funding opportunities, discuss CJD programs, and provide grants management-related expertise. Performs complex (journey-level) grant development, coordination, and administration work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. May train others.  An employee at this level is aware of the needs within the criminal justice system as well as grant management practices and procedures.


  • Coordinates and reviews grant applications to determine eligibility and compliance with program guidance, state and federal statutes, and other requirements. Manages and monitors grant projects.
  • May serve as a liaison between funding sources and the federal government. 
  • Develops and executes monitoring schedules and reports.
  • Routinely reviews grant files to ensure that goals and conditions are being met and to identify any concerns related to effective management or spending by the grantee.
  • Effectively plans for, implements, coordinates, monitors, and reviews CJD-funded grant projects.
  • Negotiates changes with potential grantees to make adjustments that ensure accountability and that the project scope meets the requirements and priorities established by CJD or the federal government.
  • Reviews performance targets, reported metrics, and prior performance to assess whether a potential continuation grant or active grant is meeting its goals.
  • Analyzes performance data collected by CJD’s contractor to identify discrepancies and ensure the contractor follows-up with grantee and revises data.
  • Works with program coordinators to support knowledge building and two-way communication regarding concerns on projects that fall within both the assigned issue area of the program coordinator and the assigned portfolio of the grant coordinator.
  • Effectively and appropriately communicates concerns related to grantee or applicant compliance or performance to their supervisor and the appropriate program coordinator.
  • Develops programmatic monitoring schedules and conducts on-site and desk reviews of assigned grants to determine compliance with financial and program rules and regulations. 
  • Analyzes grant activities, identify problem areas, provide technical assistance, and work with grantees to develop corrective action plans.  Identify agencies who fail to comply and initiate a request for CJD to hold further funds to the agency.
  • Determines eligibility of requests for grant adjustments, work with grantees to ensure accountability and make recommendations for approval or denial.
  • Determines a grantee’s compliance with conditions of funding placed on their grant and remove or clear the conditions when all requirements are met.
  • Contributes to process improvement efforts by identifying concerns and trends related to grantee compliance, identifying process issues or opportunities to streamline, and drafting new or revised processes or checklists, as assigned.
  • Independently reviews and approves requests for payments involving multi-million dollar state and federal appropriations.  Initiates contacts with requestors to discuss potential ineligible items or to request additional documentation to support requested funds.
  • May work with supervisor to develop funding plans and priorities that align with designated state and federal sources of funding.
  • Professionally communicate with CEOs/CFOs of private corporations; city and county leaders; state agency executives; and other professionals about grant priorities, guidelines, and requirements. Develop, establish, and maintain productive and effective business relationships with other state and local criminal justice agencies and organizations as required to fulfill the objectives of this position.
  • As assigned, represent the Governor’s Office (CJD) at meetings related to division and section funding opportunities and allowable activities. Provide guidance to CJD staff, grantees, applicants, and others, including via conferencing and other means.
  • May manage the collection, organization, and analysis of criminal justice data using Excel and Access databases.
  • Assists supervisor in coordinating the workflow of grant-related activities.
  • Provides training to potential and current grant recipients on the application process and reporting requirements.
  • Attends conferences, training, and other professional development opportunities to increase job knowledge and technical expertise.
  • Performs all other related duties as assigned.


Graduation from an accredited four-year college or university with a degree in government, criminal justice programs, business, or a related discipline. Experience in the administration, development, coordination, and monitoring of grants.


  • Knowledge of laws and regulations pertaining to grants and contract administration, of business administration principles and practices, and of research and budgeting processes.
  • Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development; and in the use of a computer and applicable software.

Registration, Certification or Licensure:   Valid Texas Driver’s License. 

Physical Requirements and/or Working Conditions:  This classification functions in a standard office environment.  There are no unusual dangers involved.  Must be able to work flexible hours during a legislative session and as needed.  Must be available to travel as needed.
