Governor Abbott Appoints Three And Names Presiding Officer To State Board Of Plumbing Examiners

Governor Greg Abbott has appointed Tom Freeman, Ben Friedman and Robi Jalnos to the Texas State Board of Plumbing Examiners for terms to expire September 5, 2021. Additionally, he named Julio Cerda as presiding officer. The board enforces plumbing regulations and oversees examinations and the licensing of plumbers and plumbing inspectors in the state.

Tom Freeman of Huntsville is a veteran of the United States Army and is the president of Freeman Consultants. Previously, he served as owner and general manager of Town & Country Dry Cleaners. He is past president of the Texas Laundry & Dry Cleaning Association and Huntsville Chamber of Commerce. Freeman received a Bachelor of Business Administration from Sam Houston State University.

Ben Friedman of Dallas is vice president of Atlas Plumbing Company, Inc. He holds a journeyman plumber license from the State of Texas. He is a past president of the Plumbing-Heating-Cooling Contractors Association of North Texas. Friedman received a Bachelor of Arts in Business Communication from the University of Arizona.

Robi Jalnos of San Antonio is the president and chief executive officer of Steve’s Plumbing and Heating Company. He holds a master plumber license with a master medical gas and master multipurpose fire sprinkler endorsement from the State of Texas. He is past chairman the City of San Antonio Plumbing Appeals & Advisory Board and the immediate past president of the board of trustees for the Congregation Agudas Achim Synagogue. He is a member of the Texas Plumbing, Heating and Cooling Contractors and the National Kitchen and Bath Association.

Julio Cerda of Mission is a registered professional engineer and owner of South Texas Infrastructure Group, L.L.C. and R.O.W. Surveying Services, L.L.C. Previously, Cerda served as City Manager for the City of Mission. He currently serves as a member of the Sharyland Independent School District Board of Trustees. Additionally, he serves on the Planning and Zoning Commission and Development Advisory Board for the City of Mission. He is a member of the American Society of Civil Engineers, South Texas Water Utility Managers Association, and the Texas Rural Water Association. Additionally, he is a past board member of the Boys and Girls Club of Mission and a volunteer for Casa Amparo Orphanage in Mexico. Cerda received a Bachelor of Science in Civil Engineering from Texas A&M University at Kingsville (Texas A&I).
