Governor Abbott's Initiatives
Last legislative session, we made Texas freer, stronger, safer and smarter. This session, we will forge an even broader path to prosperity for more Texas families by building on four pillars: safety and security, education, economic advancement, and the preservation of liberty.
“Texas is the Lone Star State for a reason: We stand apart as a model for the nation and the world.”
- Governor Greg Abbott
Safety & Security
The primary role of government is to keep its citizens safe and secure.
That goal is even more important when it comes to our children.
- CPS Reforms
We must reform the state's child protective system. We need more workers with better training, smarter strategies and real accountability to safeguard our children. We must also remain vigilant in protecting parental rights.

- Safeguarding Students from Sexual Abuse
Rotten apple teachers who assault students should lose their license to teach. We must impose real jail time and also penalize administrators who turn a blind eye to such abuse.
- LIFE Initiative
We must do more to establish higher standards that reflect respect for the sanctity of life. The butchering of unborn babies for trade on the open market is barbaric. We must criminalize the sale or donation of baby body parts, advance adoption services and support mothers who embrace the blessing of a child’s life.
- Sanctuary Cities Ban
Elected officials don’t get to pick and choose which laws they obey. There are deadly consequences to not enforcing the law.

- Border Security
We support legal immigration – it’s what built America. But illegal immigration and the criminals who conspire with the cartels must be stopped. We must secure our border.
- Police Protection Act
Texas will not tolerate attacks on our law enforcement officers. We must increase penalties and make it a hate crime to target peace officers simply because of the uniform they wear.
- High-Quality PreK
The purpose of funding high-quality PreK is to set higher standards, evaluate their effectiveness and eliminate what doesn’t work. It ensures PreK works rather than waste taxpayer money. We must do it right or not at all.
- Governor's University Research Initiative (GURI)
We must continue our mission to advance Texas universities to be among the best in the nation. Recruiting internationally renowned researchers spurs economic development and helps create jobs.

- School Finance
School finance is not about financing our schools. It’s about providing our students with the best education possible. With a sense of urgency, we must create better ways to fund education.
- School Choice
No child should be in the wrong school because of their zip code. Parents should be empowered to choose the school that’s best for their child. Thirty states have school choice. Let’s make Texas the 31st.
- Enterprise Fund
We need to further diversify our economy and compete for the jobs Texans deserve. We need to fully fund the Enterprise Fund to add jobs and grow our economy.
- Franchise Tax Reduction
The best way to grow jobs is by cutting taxes and regulations on businesses. We must continue to cut the business franchise tax.
- Property Tax Reduction
No government should be able to tax people out of their homes. We need property tax reform that prevents cities from raising taxes without voter approval. We need serious property tax reform with a real revenue cap.
- Hail Litigation Abuse
We must reduce the economic havoc of hail storm litigation, the newest form of lawsuit abuse.
Just as families deal with tight budgets by balancing needs and wants, so too must the State.
- Ethics Reform
Faith in our democracy is linked to the people’s trust in their elected officials. Voters deserve to know if we are working for ourselves or the people who elected us.
- Union Dues Collection
We should end the practice of government deducting union dues from the paychecks of employees. Taxpayer funds should not be used to support the collection of union dues.
- Convention of States
The federal government should fulfill important but limited responsibilities as enumerated in the Constitution. On everything else, Texans should govern Texas.
Education is essential to preserve liberty.
We must continue to invest in early education and higher education, and expand school choice in Texas. Our goal is to give teachers the tools and resources they need to help our children succeed.
Every Texan should have greater opportunity for economic advancement.
With our low costs of living and high quality of life, Texas remains the best place to raise a family and build a business. But that promise is in peril.
The destiny of this state and our nation is entrusted to “We the People.”
To keep Texas the bastion of liberty in America, we need to shore up cracks in our democratic process.
