GENERAL DESCRIPTION:

The Program Specialist position works within the Office of State-Federal Relations (OSFR) which is administratively attached to the State of Texas Office of the Governor (OOG).  Reports to the OSFR Executive Director.  Facilitates communication between Congress, Texas Congressional delegation, and the Texas state officials’ staff members to promote Texas’ federal priorities in Congress and among federal executive agencies.  Provides information and analysis regarding the effects on Texas of federal legislative and regulatory proposals relating to federal policies impacting Texas and its citizens.  In coordination with Executive Director, recommends and carries out actions to influence federal legislation.  Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position is based in Washington, DC.

ESSENTIAL DUTIES:

  • Develops federal priority issues in conjunction with the Executive Director and OSFR’s Policy Board, and in coordination with the OSFR, OOG and other state agency staff.
  • Develops and implements strategies and action plans to advance legislative issues in consultation with the Executive Director.
  • Researches federal legislation or administrative actions and prepares memoranda analyzing and outlining options for response.
  • Identifies and disseminates information to Texas congressional delegation members and state officials on priority issues, in writing and through briefings with staff members.
  • Responds to questions from state officials and congressional delegation members’ staff on federal legislative and regulatory activities.
  • May prepare testimony to be used before Texas legislative committees on federal legislative activities.
  • May prepare, develop, review, and revise legislation to meet Texas’ federal legislative agenda.
  • Represents the agency at meetings, hearings and conferences.
  • Performs all other related duties as assigned.
  • Provides direction, guidance and assistance in program areas.
  • Establishes goals and objectives that support overall strategies; plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Develops goals and objectives consistent with the agency strategic plan.
  • Develops and implements strategies and action plans to advance legislative issues.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university, preferably with a degree in business administration, government, public administration, public relations or a related field.  One year of relevant experience preferred. Experience and education may be substituted for each other on a year-for-year basis.   Must have strong computer, oral and written communication skills.  Knowledge of Congressional and/or state legislature/agency procedures, public policy initiatives, and laws and regulatory activities preferred.  State of Texas experience preferred.
