This position serves as the Administrator for the Governor’s Program on Child Sex Trafficking and is assigned to the Criminal Justice Division (CJD) in the Office of the Governor (OOG). The position reports to the CJD Executive Director. The program has been tasked to coordinate statewide efforts to prevent child sex trafficking and to coordinate state and local services to provide wrap-around, long-term care for individual victims of this crime. This will include coordination with law enforcement and prosecutors and state, local, and non-profit service agencies, initiating and managing statewide education efforts, and directly supervise caseworkers employed by OOG but located in regional offices. The Administrator will provide educational presentations, speeches, and other stakeholder outreach and public education information regarding the program and the issues related to child sex trafficking overall.
This is a new program, so the Administrator will have an integral role in its design and establishment. The Administrator will seek stakeholder input, design the programs and initiatives, draft a budget, design staff positions and hire staff to administer the program, establish performance measures and evaluative methods adequate to ensure that the program direction remains on-track and achieving results, and ensure the participation and oversight of relevant senior staff within OOG in the program’s design.
Once the program is established, the Administrator will administer daily operations, including managing professional staff, managing grants made by – and coordinated with – the program, monitoring and reporting internal and external performance measures, monitoring and meeting program deliverables and timelines, monitoring and managing budgets and program expenditures, maintaining dialog and relations with relevant stakeholders, and making decisions about the growth and future of the program. The Administrator will exercise independent judgment but work under the supervision of – and in collaboration with – the CJD Director and senior staff of OOG. Additionally, the Administrator will work closely with other units within OOG, including the Policy Division, and other relevant state agencies. The Administrator will serve as the state’s expert on child sex trafficking and serve as a resource to public officials, governmental bodies, stakeholders, and the public.
Registration, Certification or Licensure: Valid Texas Driver’s License.
Physical Requirements and/or Working Conditions: This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
- Manages the program including prevention, education, and management of wrap around care components.
- Maintains an extensive knowledge of the juvenile justice and foster care system.
- Maintains in-depth knowledge of trauma informed care, and emerging psychological treatment modalities.
- Maintains up-to-date knowledge of social services programs, and how these programs intersect through wrap around care.
- Works through the OOG representative to coordinate activities with the Human Trafficking Prevention Task Force run by the Office of the Attorney General.
- Collects, analyzes, and reports statistical, demographic, and service data for the program. Reports statewide trends.
- Works in concert with other experts to develop recommendations for policy and legislative changes designed to further the program’s goals.
- Reviews grant applications that are in support of the program.
- Effectively monitors grants to determine compliance with terms of grant proposal and ongoing value to the overall program goals.
- Prepares and delivers informational and educational programs and public presentations.
- Develops and recommends policies and procedures and prepares training materials.
- Performs supervisory duties, including hiring and performance management.
- Actively monitors budgetary compliance and expenditures of funded programs.
- Trains staff in performance of job tasks and industry trends.
- Actively monitors grant reporting to ensure timely filing of all required grant reports; collects and reviews programmatic information from grant managers to prepare and submit required grant reports. Ensures that all financial grant reports are submitted timely.
- Establishes, maintains, and oversees accurate, well-organized, and secure databases and records administration practices.
- Develops and maintains clear, accessible, and updated training and operations manuals, educational materials and information.
- Effectively plans, leads, and facilitates meetings.
- Identifies, presents and implements effective and ethical business solutions as needed.
- May assist with legislative analysis and bill tracking.

- Complies with all OOG policies, procedures, and applicable laws.

The successful applicant must be a college graduate from an accredited four-year college or university with a degree in government, criminal justice programs, business, or a related discipline, and possess five (5) years of progressively responsible program management experience, specifically in relation to sex trafficking. Advanced degree preferred (J.D., M.A., Ph.D.) Must be a recognized subject matter expert in the area of child sex trafficking.
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS:
- Proven ability to bring together multiple groups of stakeholders and service providers with varying opinions to manage decision making in a consensus-based, cooperative way.
- At least five years of direct experience in the area of domestic minor sex trafficking.
- Acknowledged expert in the field of sex trafficking, with a specialty in child sex trafficking that can be evidenced through published papers, presentations, and speaking engagements on the topic.
- Deep understanding of the needs of child sex trafficking victims as well as the current barriers to properly serving them.
- Existing network of colleagues and contacts in the field of sex trafficking.
- Ability to create a network of technical assistance for professionals in the field that shares and collects best practices.
- Some knowledge of immigration laws, and the U Visa/T Visa process.
- Thorough knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
- Thorough knowledge of management methods and practices which includes managing, planning, assigning, and reviewing the work of professional and clerical staff in a variety of tasks.
