GENERAL DESCRIPTION:

Performs highly responsible professional legal work in the General Counsel division within the Office of the Governor. Works with the General Counsel in providing legal counsel to the Governor and his staff on a wide range of legal issues, including reviewing and drafting legislation and briefing the Governor on executions, and requests for clemency and pardons. Reviews bills for legal issues during the legislative session. Other related duties as assigned. Work is performed under the direction of the General Counsel with wide latitude for independent judgment.

ESSENTIAL DUTIES

  • Advises on the interpretation, application, and enforcement of laws and regulations.
  • Advises agency management on programs and issues involving legal risks.
  • Reviews laws, rules, and regulations affecting agency operations and administration.
  • Provides legal advice to the agency on policy decision making and identifies appropriate legal solutions.
  • Assists the agency staff, including General Counsel, in legal matters that arise with respective agencies.
  • Coordinates with the Offices of the Attorney General regarding executions and other legal matters.
  • Prepare legal documents; policies and procedures; conduct research; interpret and apply laws; summarize findings; prepare cases for trial; conduct hearings;
  • Communicate effectively; and train, coordinate, and lead the work of others
  • Drafts legal documents as needed. 
  • Complies with all agency policies and procedures including, but not limited to, applicable security and safety rules.
  • Provides input on the development of agency programs and the establishment of agency procedures.
  • Assists the Office of the Governor in all legal matters that may arise.
  • Performs all other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Knowledge of legal principles, practices, and proceedings; of state and federal laws, regulations, and rules; and of agency administrative rules and regulations.
  • Skill in identifying problems and reviewing related information to develop and evaluate options and implement solutions; in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in reconciling differences.
  • Ability to prepare legal documents; to prepare policies and procedures; to conduct research; to interpret and apply laws; to summarize findings; to prepare cases for trial; to conduct hearings; to communicate effectively; and to train, coordinate, and lead the work of others
  • Graduation from an accredited law school with a Juris Doctor (J.D.) degree
  • Licensed as an attorney by the State of Texas
  • Member in good standing with the State Bar of Texas
  • Skill in legal writing, mediation and negotiation
  • Ability to work in a fast-paced work environment and meeting deadlines
  • Ability to work 8 a.m. – 5 p.m., Monday through Friday, and to work over 40 hours as needed.
